
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Binh Duong province, the Ministry of Planning and Investment, and other agencies, localities, and partners for their meticulous preparation of this important event. The conference demonstrated a strategic, long-term vision for Binh Duong's development and the special attention given by businesses and investors.

Clearly outlining the content, requirements, and main ideas of planning work and the five tasks in planning development, the Prime Minister stated that planning guides and directs the effective exploitation and use of spaces: land, water, and underground space; promotes economic development and attracts investment; improves the efficiency of resource management and environmental protection; contributes to ensuring social equity and improving people's lives, and protects national security and defense…
Planning must also adhere closely to the guidelines, policies, and laws of the Party and the State; be linked to the practical situation of the locality, region, and the world, especially the potential and strengths of the locality; and closely follow the needs and aspirations of the people.
Planning must be innovative, groundbreaking, and possess a strategic, holistic, inclusive, and comprehensive vision; it must be one step ahead while ensuring systematic, scientific, and effective implementation.

Further analyzing the unique potential, outstanding opportunities, and competitive advantages of Binh Duong, the Prime Minister stated that although the province's area is not large (ranked 44th out of 63 provinces nationwide), its population is over 2.82 million people (ranked 6th out of 63), and its workforce accounts for 64% of the population (the national average is 53%). "This shows a significant trend of labor migration to Binh Duong, highlighting its attractiveness," the Prime Minister emphasized.
On behalf of the Government, the Prime Minister requested that the Party Committee, government, military, and people of Binh Duong continue to preserve, inherit, and further develop the achievements left by previous generations. He also urged them to share in the difficulties, limitations, and challenges in order to achieve even stronger development.
In addition, the Prime Minister requested Binh Duong to implement three pioneering initiatives: Firstly, to be a pioneer in connecting the economy with the region, the nation, the area, and the international community, especially in connecting green and digital transportation.
Secondly, we must proactively take the lead in developing the digital economy, green economy, circular economy, sharing economy, knowledge economy, night-time economy, and digitizing and greening the economy to achieve rapid and sustainable development.
Thirdly, proactively and actively build new-generation, high-tech, and smart industrial parks, focusing on innovation, application of science and technology, achievements of the 4th industrial revolution, and training high-quality human resources.

The Prime Minister noted that, in order to implement the plan, Binh Duong needs to focus on mobilizing resources and organizing the implementation scientifically, effectively, with a clear focus and priorities, clearly assigning responsibilities to specific people, tasks, timelines, and expected outcomes, with the human factor considered decisive.
Sharing his thoughts on the Binh Duong provincial planning for the period 2021-2030, with a vision to 2050, Mr. Vo Van Minh, Chairman of the Binh Duong Provincial People's Committee, said that with this plan, Binh Duong is ready to launch a new phase of development, with many new and ambitious directions for a prosperous, civilized, and compassionate locality, a closely linked piece among the other localities.
According to Mr. Minh, this Bình Dương provincial planning will remove many bottlenecks from the previous development model, and aims to become a centrally-governed city by 2030, with new breakthroughs; one of the dynamic and comprehensive development centers of Southeast Asia; a leader in science, technology and innovation, a modern industrial and service center; and a synchronously developed, smart socio-economic infrastructure and urban system…
At the conference, in the presence of the Prime Minister, Binh Duong province awarded investment approval decisions and investment registration certificates to 8 outstanding projects licensed in 2024, with a total registered investment capital of over 1.8 billion USD in the fields of infrastructure, urban development, textiles, and mechanical engineering…
Earlier that morning, Prime Minister Pham Minh Chinh and other delegates visited the Global Energy and Automation Exhibition, featuring over 400 booths from more than 1,000 businesses from numerous countries.
