The Politburo issued a Resolution on ensuring national energy security.

On behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 70-NQ/TW, dated August 20, 2025, on ensuring national energy security until 2030, with a vision to 2045.

The resolution states that, after five years of implementing Resolution No. 55-NQ/TW, dated February 11, 2020, of the Politburo on the strategic orientation for the development of Vietnam's national energy sector until 2030, with a vision to 2045, the energy sector has maintained stable growth, basically ensuring national energy security, meeting the increasingly high demands for rapid and sustainable development, ensuring national defense and security, and improving people's lives. However, the energy sector still has many limitations and weaknesses.

To meet the requirements of rapid and sustainable national development in the coming period, especially to achieve the two strategic goals by 2030 and 2045, ensuring energy security plays a very important role. Energy must be one step ahead, fully meeting the needs of socio-economic development, national defense, security, and improving people's lives.

Accordingly, the Politburo requested that the Party provide comprehensive leadership; the State create breakthrough institutions and policies and control strategic energy infrastructure; and the people and businesses be at the center and as the main actors in national energy development, with the state-owned economy playing a leading role and the private sector being one of the most important driving forces. The national energy development plan must be led and directed in a focused, unified, synchronized, serious, and effective manner.

Energy development must be consistent with the socialist-oriented market economy, linked to the achievement of social progress and equity, social welfare, national defense and security, environmental protection, and flexibility in fulfilling international commitments on reducing greenhouse gas emissions.

Develop a synchronized, competitive, transparent energy market with diversified ownership structures and business methods; apply market prices to all types of energy, without cross-subsidization between customer groups. Encourage and facilitate the participation of all economic sectors, especially the private sector, in energy development; ensure that the private sector competes equally with other economic sectors in the development of energy projects.

Develop energy sources in a synchronized, rational, and diversified manner; prioritize the thorough and efficient exploitation and utilization of renewable, new, and clean energy sources; rationally exploit and utilize domestic fossil fuels, focusing on stabilizing, regulating, and ensuring national energy reserves; develop nuclear and gas-fired power; and establish a reasonable roadmap for reducing the proportion of coal-fired power. Optimize the national energy system structure, ensuring synchronicity, efficiency, and leveraging the comparative advantages of each region and locality.

Applying science, technology, innovation, and digital transformation to promote rapid and sustainable development of the energy sector; gradually mastering modern technologies, including atomic energy technology, and moving towards self-sufficiency in the production of most energy equipment to meet domestic needs and for export, both in terms of technology and equipment.

According to the Resolution, by 2030, Vietnam aims to ensure robust national energy security with a sufficient, stable, and high-quality supply. Specifically: total primary energy supply is projected to reach 150-170 million tons of oil equivalent; total power generation capacity will be approximately 183-236 GW, with total electricity production ranging from 560-624 billion kWh; the proportion of renewable energy in total primary energy supply will reach approximately 25-30%; greenhouse gas emissions will be reduced by 15-35% compared to the business-as-usual scenario; the power system will become smart and efficient, with power supply reliability and electricity access index ranking among the top 3 in ASEAN; and oil refineries will meet at least 70% of domestic fuel demand.

By 2045, Vietnam aims to build a comprehensively developed and sustainable energy sector with a healthy and efficient competitive market. Energy infrastructure will be modern, smart, and effectively connected to the region and internationally. In particular, the level of science and technology and management capacity in the energy sector will reach the level of modern developed industrial countries.

In the Resolution, the Politburo also outlined key solutions to achieve the above objectives, such as: improving institutions and policies; developing diverse energy sources; promoting technology application; strengthening strategic reserves; saving energy and protecting the environment.
