According to the Ministry of Industry and Trade , on June 14, in Ho Chi Minh City, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) launched the Digital Transformation Program for Traditional Market Traders.
The Digital Transformation Program for Traditional Market Traders will be deployed nationwide, focusing on key activities such as: Training in digital technology and e-commerce application skills for traders; Providing advanced, convenient, easy-to-use digital technology solutions with support for usage costs; Organizing Digital Transformation fairs to demonstrate new technology solutions and provide direct guidance to traders; Building a digital transformation community for traditional market traders to share experiences and ask and answer questions from traders during the digital transformation process.
At the event, the Ministry of Industry and Trade also announced the Digital Transformation Guidebook for Traditional Market Traders at: https://sotay.tieuthuongvietnam.vn. This will be a "pillow" guide for people on the digitalization journey.
According to Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), digital payment is an indispensable factor in promoting the development of e-commerce and the digital economy in Vietnam. In the context of the strong development of the digital economy, digital payment methods not only help increase transaction efficiency but also create a foundation to expand the market and connect small traders with a large number of customers.
Ms. Le Hoang Oanh said that on June 3, 2025, the Minister of Industry and Trade signed Decision 1568/QD-BCT approving the Master Plan for National E-commerce Development for the 2026-2030 period, setting the goal of "By 2030, the rate of non-cash payments in e-commerce will reach 80%."
To achieve this goal, in addition to perfecting the legal framework and policy mechanisms, developing core technology infrastructure and ensuring safety and security, we need to focus on developing non-cash payment solutions to support e-commerce, enhancing connectivity and integrating non-cash payment infrastructure of payment service providers and payment intermediaries with the infrastructure of payment acceptance units.

In addition, it is necessary to continue promoting mobile payment utilities such as QR Code, card information encryption (Tokenization), mobile payment (Mobile Payment), contactless payment (Contactless), e-Wallet and other similar payment types in e-commerce transactions.
One of the specific and practical solutions that the Ministry of Industry and Trade and the Department of E-commerce and Digital Economy will promote is the application of digital payments in the Traditional Market Digital Transformation Program. This solution will contribute to the harmonious balance of e-commerce and digital economy development between localities and large cities.
According to the representative of the Department of E-commerce and Digital Economy, traditional markets and small traders are the lifeblood of the local economy, providing a variety of fresh products, specialties and essential consumer goods. The initial participation in digital payments not only provides convenience and reduces costs for small traders, but is also an important stepping stone to help small traders participate in e-commerce.
This market will open up a new sales channel, expanding the market beyond the physical limits of traditional markets and stores, helping small traders modernize their operations, meet new consumer trends and improve competitiveness. Through this activity, awareness and skills of people and sellers about digital payments will also be improved, contributing to promoting cashless payments.
