After purchasing the fishing vessel NA 96998 TS from Ms. Ho Thi Nhung in Quynh Phuong ward, Hoang Mai town (formerly), Mr. Nguyen Cong Luan from Thanh Vinh ward went directly to the Nghe An Provincial Public Administration Service Center to complete the necessary procedures. There, he received detailed guidance from staff and assistance in digitizing relevant paper documents to convert them into electronic files… after which he was informed that the results would be available within 3 working days.
Mr. Le Xuan Binh, a civil servant at the Department of Agriculture and Environment working at the Public Administrative Service Center of Nghe An province, said: “Currently, some people and organizations still bring paper documents to the Public Administrative Service Center to complete procedures. Here, people are always warmly received by officials and civil servants who provide full guidance on the process of converting documents into electronic files.”

With the focused, decisive, and coordinated efforts of the Ministry of Agriculture and Environment, administrative reform has seen positive changes. Regarding provincial-level administrative procedures: The procedure for recognizing craft villages has been reduced from 30 days to 22 days; the procedure for recognizing traditional crafts has been reduced from 30 days to 22 days; the procedure for supporting linkage projects has been reduced from 25 days to 20 days; the procedure for supporting the development of production linkages along the value chain has been reduced from 25 days to 20 days. The Ministry of Agriculture and Environment also proposed a reduction of up to 40% in the processing time for 47 administrative procedures that generate applications compared to legal regulations and 108 administrative procedures that are not dependent on administrative boundaries.

Currently, the Agriculture and Environment sector receives and processes thousands of applications from citizens and businesses every day. Thanks to the digitization of documents and procedures and the application of digital signatures, related paper documents are converted into electronic files right from the receiving stage, enabling the sector to promptly address the requests of citizens, businesses, and related organizations.
Up to now, the Department of Agriculture and Environment has advised the Provincial People's Committee to announce 353 administrative procedures (including 300 provincial-level administrative procedures and 53 commune-level procedures). The total number of administrative procedures under the Department's jurisdiction is 314, including 2 procedures implemented under a special mechanism.
In the first 7 months of 2025, at the Provincial Public Administration Service Center, 102,407 records were received (69,147 online records; 33,029 records directly and via postal service, 231 records transferred from the previous period). 95,857 records were resolved before the deadline and on time, reaching 99.2%; 2,156 records are being processed. 53,523 records were received and processed online, reaching nearly 80%.

Currently, 100% of the departments and units of the Department of Agriculture and Environment have applied the VNPT -IOffice document management and operational software for sending, receiving, processing, and exchanging electronic documents; the units have applied digital signatures in sending and receiving electronic documents; the rate of officials and civil servants using email for work communication has reached 100%; an online meeting room has been built right at the Department's office to facilitate participation in meetings nationwide; the Department has been applying, maintaining, and expanding the quality management system according to ISO 9001:2015 standards in the operation of state administrative agencies.
In the coming period, the Department of Agriculture and Environment will conduct training for staff in the field throughout the province, especially officials and civil servants at the commune level, because Government Decree No. 151 has now decentralized many land-related procedures to the commune level. Along with that, administrative procedures will be made public and transparent online and posted in 130 communes and wards; the rate of online processing of administrative procedures will be increased ... and working groups will be established to go to localities to guide commune-level officials and civil servants, as well as citizens and businesses .
The key tasks in the coming period are to continue reorganizing the agricultural and environmental sector's structure towards a "lean, efficient, effective, and efficient" approach; to accelerate administrative reform and the digital transformation plan within the agricultural and environmental sector, prioritizing the review and improvement of policies and legal regulations, with a focus on simplifying and reducing the processing time for administrative procedures; applying information technology; increasing the rate of online administrative procedure resolution, especially in the land sector; and decisively addressing serious environmental pollution hotspots... To promote the "Digital Literacy Movement," creating a transparent and competitive investment environment to attract social resources to invest in agriculture and rural areas, especially in high-tech, circular, and environmentally friendly fields.
