Vice Chairman of the City People's Committee Hoang Minh Cuong received and worked with the working delegation; also attending the meeting were leaders of the Department of Industry and Trade, Home Affairs and the Office of the City People's Committee.

In the first 6 months of 2025, the city established 08 more industrial parks with a total area of about 2,000 hectares, bringing the total number of industrial parks in the area to 40 (total area of about 11,208 hectares). At the same time, 02 new industrial parks were established, bringing the total number to 79 clusters with an area of about 3,837.5 hectares. Currently, the city has 02 industrial parks being converted to an ecological model, namely Nam Cau Kien and Dinh Vu; at the same time, it is researching the establishment of new industrial parks and industrial parks such as: Tran Duong - Hoa Binh , Thuy Nguyen, Tien Lang, Gia Loc 3, Tien Cuong III, Quyet Tien... The city is also promoting the development of a modern logistics system, concentrated in the areas of Dinh Vu - Cat Hai, Nam Dinh Vu, VSIP, Ninh Giang, Kinh Mon and Ga Cao Xa, closely connected to industrial parks, seaports and strategic traffic routes. Regarding economic growth, the city sets a target of GRDP in 2025 of VND 457,179 billion, an increase of 12.35% compared to 2024, exceeding the target assigned by the Government (12.2%)...

At the meeting, the Hai Phong City People's Committee proposed to the Working Group a number of contents to remove difficulties and promote the development of the Industry and Trade sector. Accordingly, the city proposed to adjust the growth target of total retail sales and service revenue from 18% to 15%, supplementing instructions on determining targets in absolute numbers. Proposing to amend Decree 32/2024/ND-CP on industrial clusters, providing legal guidance for industrial clusters formed before 2009, and transferring technical infrastructure from the budget to enterprises.
In the field of trade, the city proposed to remove the requirement for environmental protection certificates in the application for gasoline and oil licenses; provide guidance on the management and supervision of e-commerce; and amend Decree 60/2024/ND-CP in the direction of decentralizing the management and exploitation of markets to the People's Committees at the commune level. At the same time, it recommended supporting local businesses to connect with markets, promote trade, and share domestic market information.


The city also proposed that the Ministry soon issue guidelines for the revised Electricity Law, report to competent authorities to assign investors for the Hai Phong 500kV Transformer Station project; select Hai Phong as a pilot locality to develop offshore wind power on Bach Long Vi Island and become an industrial center, inter-regional renewable energy services in the North according to the adjusted Power Plan VIII...

Speaking at the meeting, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized that Hai Phong is an important locality in industry, trade and logistics, playing a leading role in economic development in the Northern region and the whole country. With the characteristics of being a large industrial - commercial center, the city's Industry and Trade sector has a very large workload, directly related to the operations of enterprises and the supply chain of goods at home and abroad. Therefore, the effective operation of the 2-level local government model not only serves people and businesses better but also creates an important foundation to maintain a stable, transparent and favorable investment and business environment; ensuring the implementation of the tasks of the Industry and Trade sector is smooth, effective and timely in the context of the apparatus being in the process of arrangement and consolidation. The city hopes to continue receiving attention and support from the Ministry of Industry and Trade to remove difficulties and obstacles, contributing to improving the effectiveness of state management and promoting sustainable development of the industry and trade sector in the area.

Concluding the working session, Deputy Minister of Industry and Trade Truong Thanh Hoai highly appreciated the efforts and initial results that Hai Phong city has achieved after 30 days of operating the 2-level local government model, especially in the field of Industry and Trade.
The Deputy Minister requested the city to urgently issue a Coordination Regulation between Departments and branches to ensure unity and smoothness in performing tasks. At the same time, it is required to promote propaganda, training and professional training for civil servants, especially at the commune, ward and special zone levels where administrative procedures related to the field of Industry and Trade are directly implemented. The Ministry of Industry and Trade committed to accompanying the city in removing difficulties and obstacles arising during the implementation process.
Regarding the city's specific recommendations, Deputy Minister Truong Thanh Hoai said that the Ministry is actively developing and perfecting Decrees and guiding documents to meet new management requirements. The Deputy Minister also suggested that the city consider arranging and increasing the staffing for the Department of Industry and Trade to meet the requirements of the task. The city's Department of Industry and Trade needs to focus on perfecting the organizational structure, reviewing procedures, promoting decentralization and delegation of authority, ensuring effectiveness and efficiency in state management of the field of Industry and Trade in the locality.

Earlier, on the same morning, the Ministry of Industry and Trade's working delegation inspected and worked at Thuy Nguyen ward on the implementation of the tasks of the industry and trade sector in the context of organizing a two-level local government. At the meeting, Thuy Nguyen ward requested the Ministry of Industry and Trade to soon issue a Circular guiding the implementation of Decree 60/2024/ND-CP of the Government on market development and management; at the same time, it recommended strengthening training, fostering, and in-depth training on state management in the field of trade for grassroots officials. The locality also proposed that the Ministry provide specific instructions on the order, procedures, and documents for converting the market management, business, and exploitation models to facilitate the implementation process./.
