Ministry of Industry and Trade promotes disbursement of public investment capital in 2025

Minister of Industry and Trade Nguyen Hong Dien has just signed and issued Directive No. 16/CT-BCT on implementing key tasks and solutions to promote disbursement of public investment capital in 2025.

The directive clearly states that since the beginning of 2025, the Ministry of Industry and Trade has directed the disbursement of public investment capital strongly and closely and has issued many documents directing the acceleration of public investment disbursement. However, according to the report, as of the end of August, the disbursement rate has not yet met the requirements compared to the assigned plan.

Implementing the Prime Minister's Official Dispatch No. 169/CD-TTg dated September 21, 2025 on key tasks and solutions to promote disbursement of public investment capital and complete the target of disbursing 100% of the public investment capital plan in 2025, the Ministry of Industry and Trade requires investors to focus on leadership, direction, and organization of implementation resolutely, flexibly, and effectively, considering this a top priority political task.

Accordingly, continue to thoroughly grasp and seriously implement the Resolutions and conclusions of the Party Committee of the Ministry of Industry and Trade, the directives and directives of the Minister on promoting the disbursement of public investment capital. Identifying the promotion of public investment as the top political task, is an important basis for assessing the level of task completion of organizations and individuals. In leadership and direction, there must be high determination, great efforts, drastic actions, each task must be done properly, each task must be completed, and the assignment must ensure "6 clear": clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results.

At the same time, promote the role of the head of the agency or unit; assign specific leaders and officers in charge of each task; individualize responsibilities to review and evaluate the results of task implementation. Develop a detailed disbursement progress plan for each week, month, and quarter and commit to having drastic and effective solutions to check, monitor, accelerate the implementation progress and disburse capital in the spirit of "overcoming the sun, winning the rain, not losing to the storm", "eating quickly, sleeping urgently", "working in 3 shifts, 4 shifts", "working day, working at night, working on holidays", "only discussing work, not discussing back".

In addition, regularly review and evaluate the disbursement situation for each project, clearly identify the causes of problems and weaknesses at each stage to have timely, effective and decisive solutions. Classify public investment projects according to the level of good, slow or no disbursement. Promptly handle according to authority or report to competent authorities to immediately handle difficulties and problems related to public investment; arrange and assign staff with sufficient professional capacity to meet the requirements in managing and implementing public investment projects in accordance with legal regulations.

The units under the ministry, based on their assigned functions, tasks and authority, continue to review the mechanisms, policies and legal regulations related to the implementation of public investment projects to promptly propose amendments and supplements according to regulations. Minister Nguyen Hong Dien requested the heads of the units to urgently deploy and promptly report to the Ministry of Industry and Trade on issues arising beyond their authority.
