The Ministry of Education and Training has just issued a circular on rewards and discipline for students, effective from October 31.

Accordingly, students will be subject to disciplinary action if they violate the Law on Education , regulations of the school, and competent state agencies.

Educational facility managers and teachers shall determine the level of violation based on the nature and consequences of the behavior as follows:

- Level 1: Violation that causes harm to the student himself;

- Level 2: Violation has negative impact within the group or class;

- Level 3: Violation has negative impact within the school.

According to the new circular, depending on the level, disciplinary measures for primary school students include: Warning; Request for apology.

Disciplinary measures for middle and high school students include: Warning; Criticism; Requiring a self-criticism. The self-criticism must include confirmation and commitment from the family in coordinating the management, education and support of the children to learn from experience and overcome the consequences.

Thus, the new circular of the Ministry of Education and Training has removed the highest disciplinary level for students, which is temporary suspension from school.

Disciplinary measures for primary school students are as follows:

- Disciplinary warnings are applied to students who commit level 1 violations.

- Disciplinary action requiring an apology is applied to students who have received disciplinary warnings but continue to commit level 1 violations; students who commit level 2 violations or higher.

Disciplinary measures for middle and high school students are as follows:

- Disciplinary warnings are applied to students who commit level 1 violations.

- Disciplinary criticism is applied to students who have received disciplinary warnings but continue to commit level 1 violations; students who commit level 2 violations.

- Discipline requiring a self-criticism report is applied to students who have been disciplined with criticism but continue to commit violations at level 2; students who commit violations at level 3. The student's self-criticism report has confirmation and commitment from the family with the school in coordinating management, education, supporting students to perceive, learn from experience, and overcome consequences for individuals and groups where the student has committed mistakes.

According to the Ministry of Education and Training, the purpose of discipline is to prevent, stop and handle student violations. Discipline aims to educate and help students to be aware of their violations; to voluntarily adjust their behavior, overcome consequences, voluntarily cultivate and practice to improve and form disciplined habits and lifestyles.

Discipline must adhere to the principles of ensuring initiative, positivity, respect, tolerance, objectivity, and non-prejudice; and be appropriate to the psychological, gender, physical, family circumstances, and regional cultural characteristics of each student. Disciplinary measures that are violent, insulting to the dignity and honor, and that affect the physical and mental health of students must not be used.
