Substance and effectiveness in implementing democracy at the grassroots level

Party committees, authorities, the Fatherland Front and socio -political organizations in the province have thoroughly grasped and seriously implemented the Law on Democracy Implementation at Grassroots Level, resolutions and directives of the Central and the province. Propaganda work has been carried out regularly and diversely, from conferences, Party cell activities to mass media systems, social networks, etc. Thereby, raising awareness, promoting the role of the people as subjects in all areas of social life, effectively implementing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

One of the important highlights is the transparency and publicity of information to the people. Localities have proactively announced widely on the radio system, electronic information pages, posted at the People's Committee headquarters, village and neighborhood cultural houses, etc. so that people can know, give opinions, and discuss policies and projects for socio -economic development, land use planning, infrastructure construction, and contribution levels for building welfare facilities.

Typically, in the process of implementing the arrangement of administrative units, especially the construction of a 2-level local government organization model, the work of dissemination, propaganda, mobilization, ideological orientation and public opinion has been given special attention by all levels and sectors; Party members, civil servants, employees and people of all walks of life in the province have expressed their solidarity, unity and high support with a rate of 99.31% compared to the total number of voters and 99.53% compared to the total number of votes issued in support of the arrangement plan. This result shows the consensus of the people, contributing significantly to the province's successful implementation of the arrangement of the apparatus in the spirit of streamlining, effectiveness and efficiency. After the merger, to ensure the smooth, synchronous and convenient operation of the government apparatus for people in performing administrative procedures.

Citizen reception activities and dialogues between Party and government leaders and the people continued to be maintained in a regular manner. In the first 6 months of the year, the whole province received 4,475 petitions of all kinds, many of which were resolved immediately at the grassroots level.

The Fatherland Front and mass organizations have closely followed political tasks and implemented 23 programs and plans on implementing democracy at the grassroots level.

Community self-management activities in implementing democracy at the grassroots level are associated with the implementation of national target programs on new rural construction, sustainable poverty reduction, and the movement of the whole people uniting to build a cultural life. Meetings always ensure publicity, democratic discussion, combined with persuasion, mobilization, creating high consensus and unity among the people. Thanks to that, the appearance of Quang Ninh countryside has changed significantly, the socio-economic infrastructure has developed synchronously, and the material and spiritual life of the people has increasingly improved. Per capita income in rural areas has increased about 1.23 times higher than the average per capita income of the whole country and about 2.8 times higher than the general target by 2025 of the whole country.

Mediation work at the grassroots level has also achieved many positive results with 1,469 mediation teams and more than 9,100 mediators, contributing to resolving conflicts right at the grassroots level, reducing the situation of complaints going beyond the level and being prolonged.

In enterprises, especially state-owned enterprises, labor conferences and periodic dialogues are conducted regularly. 100% of state-owned enterprises publicly disclose policies, working conditions, salaries, benefits, etc.

The results achieved show that democracy at the grassroots level is increasingly substantive, creating momentum for socio-economic development, consolidating the great national unity bloc, and enhancing the building of a strong political system.
