According to the Ministry of Education and Training, this year's exam meets the goals set out in Resolution 29 "to correctly assess students' abilities, serving as a basis for vocationaleducation and university education admissions".
This year's exam has increased the number of differentiating questions. However, the content of the exam is based on the new general education program and does not exceed the requirements of the program. The ratio of thinking levels (related to difficulty) is required to closely follow the published reference questions; it is differentiating and based on the test results in 3 regions.
The Ministry of Education and Training recognizes that there is some information assessing the difficulty of the exam, especially for Math and English, which can be due to many reasons, but we need to wait until the exam results are available to determine clearly.
One of the reasons for the increased difficulty of the exam, the Ministry of Education and Training further analyzed, is that in previous years, the exam had few questions to classify students, leading to difficulties in enrollment, forcing many universities to organize their own exams, causing costs and wasting social resources.
"To meet the requirements of Resolution 29, Conclusion No. 91 of the Central Committee and the challenges posed to the exam work of the 2025 high school graduation exam, the exam has undergone many adjustments. Although the exam format and the direction of adjusting the exam work have been announced since 2023, due to the new exam format structure, it is inevitable that teachers and students will be confused with this year's exam," the Ministry of Education and Training affirmed.

The 2025 high school graduation exam will take place in 1.5 days from June 25-26 with more than 1.16 million candidates registering to take the exam (nearly 100,000 more than in 2024).
Right after the exam ended, candidates and teachers said that the Math exam was too long and difficult. The exam also had questions and data taken from real life, especially with questions about probability and statistics.
Candidates were also surprised when the English test was too long, with many new words. Even those who achieved IELTS 6.5 to 7.5 were not confident enough to complete the test within the 50-minute test time. Even teachers who specialized in preparing for the test said they were "sweating" with this year's English test.
Explaining the difficulty of the Math and English graduation exams, Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, said that the structure and content of this year's exam have completely changed compared to previous years. Candidates who have prepared thoroughly during their study and review will meet the requirements of the exam better than other candidates. The difficulty of the exam has been discussed and thoroughly understood by the national steering committee before making the exam.
"Before the exam council started working, the Ministry of Education and Training conducted a large-scale test in all three regions, essentially to assess the candidates' abilities in order to adjust the difficulty of the exam," Professor Ha emphasized. The Ministry of Education and Training's viewpoint is that in the first year of innovation, the status will not change suddenly, including the difficulty of the exam.
