The Ministry of Education and Training said that today, July 3, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, Head of the National Steering Committee for High School Graduation Exams 2025, inspected the grading of high school graduation exams in Ninh Binh province.
Ninh Binh is a newly established province based on the merger of three provinces: Ninh Binh, Nam Dinh and Ha Nam . Through inspection, Mr. Thuong assessed that the organization of the exam marking here closely followed the instructions, was suitable for practice, and ensured the "4 on-site" motto: on-site instructions; on-site facilities and equipment; on-site human resources; on-site logistics and regimes".

Mr. Pham Ngoc Thuong suggested that the locality continue to maintain comprehensive and unified direction between the three examination boards corresponding to the three former provinces; clearly assign tasks, provide transparent and synchronous information, and ensure consistency in the progress and content of the examination.
"Tightly control but do not force progress, do not do it carelessly causing errors. It is necessary to closely follow the set plan, maximize the regulatory role of the team leader of each marking team, avoid doing it too quickly leading to carelessness," Mr. Thuong requested.
Check at least 5% of the exam
Note to the staff doing the marking work at all marking councils, especially for essay subjects like literature, Mr. Thuong said that the exam questions are open and not unfamiliar to teachers and students.
"The marking instructions are also open to properly assess students' abilities. The Ministry has sent the instructions to the examination boards for research, completion, supplementation, and unification of answers and marking instructions. There is a common marking ratio to ensure consistency. After completion, at least 5% of the test must be checked," Mr. Thuong emphasized.
The Deputy Minister of Education and Training also noted that if there is anything unusual in the marking process, it needs to be reviewed to ensure fairness and the rights of candidates.
In particular, the efforts, creativity, initiative, and individual thinking of candidates must be recognized, of course, ensuring that they comply with output standards, criteria of theeducational process, and marking instructions.
"The general principle and goal is to accurately reflect the students' abilities, aim for the real results of the candidates, ensure the legitimate rights of the candidates in the organization of the exam and ensure fairness nationwide. The exam marking work must be quickly informed, handled promptly and effectively," the Deputy Minister of Education and Training requested.
In Hanoi, Mr. Tran The Cuong, Director of the Department of Education and Training, said that the locality has a very large number of exams, so the number of multiple-choice exams is also very large, about 450,000, and the grading and processing are done on two different software, so it is necessary to increase the number of grading machines and exam graders to complete the exam on schedule.
Many localities are expected to finish grading and send data to the Ministry of Education and Training by July 10 at the latest. According to the plan, at exactly 8:00 a.m. on July 16, examination councils across the country will announce the 2025 high school graduation exam scores.
Up to this point, localities have graded the exams but the Ministry of Education and Training has not yet announced the answers to the high school graduation exams and said it will be announced after July 5.
