Ensuring the spirit of '6 clear' when grading high school graduation exams

On the morning of July 3rd, a delegation from the Ministry of Education and Training, led by Deputy Minister Pham Ngoc Thuong, worked at Examination Marking Council No. 2 of the Ninh Binh Provincial Examination Council, located at Nguyen Khuyen High School in Nam Dinh Ward. Also present were leaders from the Department of Quality Management, representatives from the Government Inspectorate, the Department of General Education, and several related units.

Mr. Nguyen Tien Dung - Standing Deputy Head of the Examination Steering Committee, Director of the Department of Education and Training of Ninh Binh province, shared: Following the direction of the Standing Committee of the Provincial Party Committee and the People's Committee of Ninh Binh province, before the merger, all three provinces of Ninh Binh, Ha Nam , and Nam Dinh had already planned their personnel.

From July 1st, the heads of the examination steering committees and the chairpersons of the 2025 high school graduation examination councils in the three former provinces of Nam Dinh, Ha Nam, and Ninh Binh were assigned to other duties. On the same day, the Ninh Binh Provincial Party Committee (new) appointed leaders for the Department of Education and Training, including the Director and Deputy Directors.

The Chairman of the Ninh Binh Provincial People's Committee has directed the restructuring of the Provincial Examination Steering Committee. The Ninh Binh Department of Education and Training has also restructured the Provincial Examination Council to ensure that the grading of the 2025 high school graduation exams is not interrupted due to the provincial merger.

Regarding the goal of ensuring both the quality of exam grading and maintaining higher achievements than in previous years, many solutions will be needed. Mr. Nguyen Tien Dung stated that the provincial leadership is not putting pressure on the province to achieve higher results than the previous year; it depends on the conditions and circumstances of each year.

The examination council requires all examiners and graders to strictly adhere to the regulations and thoroughly understand the Ministry of Education and Training's guidelines on grading. The grading clusters in the three former provinces have all merged into a single grading council in Ninh Binh province, with identical results, grading methods, and guidance, and the results will be announced by the province.

"Literature is the only subject with a 100% essay-based exam, so grading must strictly adhere to regulations. Based on the detailed guidelines from the Ministry of Education and Training, examiners must apply them correctly and fully, grading based on the candidates' actual knowledge and abilities, rather than chasing after achievements," emphasized Nguyen Tien Dung, Director of the Ninh Binh Department of Education and Training.

The contestants' creativity should be acknowledged.

Deputy Minister Pham Ngoc Thuong stated that the 2025 High School Graduation Examination will be organized in two stages: the examination supervision will be handled by three levels of local government; the grading will follow a two-level local government model, with some provinces/cities implementing mergers according to the central government's policy from July 1st.

Currently, the Ministry of Education and Training is organizing many inspection teams to check the exam grading process, especially in provinces undergoing mergers, to see if the transition and grading process meet general requirements.

For many years, the Literature exam has included open-ended questions on social commentary. In 2025, the entire Literature exam will not use any text from any textbook. While open-ended, this approach is not entirely unfamiliar to teachers and students. The grading guidelines are also open-ended to ensure accurate assessment of students' abilities.

According to Deputy Minister Pham Ngoc Thuong, all examination boards nationwide have received marking guidelines from the Ministry of Education and Training to study and standardize answer keys and marking instructions. The percentage of trial marking and joint marking is maintained to ensure consistency. After marking is completed, a verification marking is required to ensure at least 5% accuracy.

During the grading process, irregularities may arise, such as many scores being too high or too low. In such cases, the exam paper must be reviewed to ensure fairness and protect the rights of the candidates.

Because the guidelines are open-ended, examiners need to acknowledge the creativity and individual thinking of the candidates in accordance with the learning outcomes and criteria of the educational process, as well as the grading guidelines. All multiple-choice subjects (including Mathematics and Foreign Languages) are graded by machine to ensure objectivity.

Regarding the opinion that the Math and English exams in this year's exam were too difficult, Deputy Minister Pham Ngoc Thuong said that the Ministry of Education and Training has been and continues to listen to opinions from the public. Once the results and complete data are available, a comprehensive assessment of the strengths, results, and limitations of this year's exam organization will be conducted in order to do better next year.

"At this time, through guidance, information gathering, and direct inspection, the examination councils are conducting the grading process in accordance with regulations. We are not rushing the process to avoid excessive stress that could lead to errors, and at the same time, we must not work too quickly in order to minimize risks and omissions during grading," Deputy Minister Pham Ngoc Thuong noted.

A common principle and goal is to focus on the true results of the candidates, ensuring their legitimate rights. The grading process must be on schedule but also of high quality, accurately assessing and recording the best possible performance of the candidates. It is expected that the Ministry of Education and Training will announce the results of the 2025 high school graduation exam nationwide at 8:00 AM on July 16th.

Following an on-site inspection at Examination Board No. 2 in Ninh Binh province, located at Nguyen Khuyen High School in Nam Dinh ward, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the transition of the examination board's status. The Ninh Binh provincial leadership has strengthened the Steering Committee, the Examination Board, and organized the grading process in terms of facilities, personnel, and progress, ensuring it is on schedule.

In the context of restructuring local government at two levels, several sectors such as the Police and Inspectorate must further enhance their sense of responsibility in all their work with the "6 clear" principles: clear person, clear task, clear authority, clear responsibility, clear time, and clear output. All efforts are directed towards protecting the interests of students and organizing exams in a streamlined, serious, and safe manner.
