Associate Professor, Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education, Ministry of Education and Training ; Professor, Dr. Tran Trung - Director of the Academy of Ethnic Minorities and Professor, Dr. Cao Tien Duc - Principal of Buon Ma Thuot University of Medicine and Pharmacy co-chaired the discussion.
Also attending were representatives of Departments and Bureaus under the Ministry of Education and Training, along with experts, scientists, and leaders of higher education institutions in the South Central region.

Accordingly, the Draft "Project on training and fostering high-quality human resources of ethnic minorities in key sectors, groups of sectors and fields for the period 2025-2035, with a vision to 2045" aims to implement Decision 1657/QD-TTg of the Prime Minister on the Strategy for Ethnic Affairs for the period 2021-2030, with a vision to 2045.
Specifically, ethnic minorities account for about 14.7% of Vietnam's population, equivalent to more than 14 million people, with a rapidly growing population and are in the golden population period. However, the quality of ethnic minority human resources is still low, with the rate of trained workers reaching only about 6.2% - less than 1/3 of the national average. Policies to support the development of ethnic minority human resources are still inconsistent, not really promoting the motivation to rise of ethnic minorities.

Objectives and orientation of the Project
According to the Draft, in the period 2025-2035, the Ministry of Education and Training aims to form a team of highly qualified ethnic minority human resources, focusing on key areas such as: Medicine, Pharmacy, Information Technology, Agriculture, Finance - Banking and teacher training.
The goal by 2035 is that the ethnic minority workforce will be strong enough to meet the development requirements of key industries, contributing to ensuring employment, increasing income and making practical contributions to the socio-economic development of ethnic minority areas and the whole country.

Associate Professor, Dr. Nguyen Van Nam - Vice President of Tay Nguyen University said that in order to achieve the set goals, it is necessary to combine training in key industries with directly solving local socio-economic problems. Mr. Nam proposed: “In the field of agriculture, it is necessary to combine biotechnology agriculture, processing and related industries to form key industry clusters. At the same time, it is necessary to connect education levels from preparatory, undergraduate to postgraduate. However, this affects enrollment targets. Therefore, it is necessary to have a separate mechanism, adding quotas so that schools have more training capacity. In addition to support at the undergraduate level, there should also be scholarships for ethnic minorities to continue studying for master's and doctoral degrees to create a truly high-quality human resource."
Challenges and solutions on tuition fees and support policies
From the perspective of training management, Associate Professor Dr. To Van Phuong - Head of University Training Department, Nha Trang University raised concerns about the tuition fee issue in the context of schools moving towards autonomy.

Mr. Phuong suggested that there should be more support policies for ethnic minority students. “Currently, the socio-economic conditions in ethnic minority areas are still difficult, while in the near future, schools will have to be more autonomous, so the issue of tuition fees is very difficult. Therefore, policies to support tuition fees, accommodation costs and learning activities for students need to be maintained and paid more attention to create conditions for them to access higher education,” Assoc. Prof. Dr. To Van Phuong emphasized.
Representative of private educational institutions, Dr. Luu Viet Tinh - Vice Principal of Buon Ma Thuot University of Medicine and Pharmacy said that there are still policy inadequacies between the public and private sectors.
“Private schools must be fully autonomous in terms of facilities, teaching staff, and resources to operate in accordance with the provisions of education law. We are very happy that the Ministry of Education and Training has shown its determination to socialize education, without distinguishing between public and private sectors. However, there needs to be a fairer mechanism, from policy development, human resource development to tuition support. We are fully capable of participating in human resource training projects for ethnic minority areas and especially wish to contribute to training human resources for primary health care - the foundation for a healthy community and sustainable social development,” said Dr. Luu Viet Tinh.

Opinions at the seminar also emphasized the need to improve the recruitment and selection mechanism to suit the conditions of ethnic minority areas. At the same time, it is necessary to develop policies to support scholarships, tuition fees, dormitories and have solutions to effectively use human resources after training.
Many delegates proposed that it is necessary to pay attention to developing a team of ethnic minority lecturers at local universities and colleges.
Associate Professor, Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education said that he will absorb and select opinions, advise the Ministry of Education and Training to soon complete the Draft, submit it to the Government for approval, contributing to realizing the goal of sustainable development, ensuring that all ethnic minorities have the opportunity to access quality education.
