On July 1, the Ministry of Education and Training provided information about the organization of the 2025 high school graduation exam. The Ministry provided more clarity on the exam questions.
Testing some exam questions with 12,000 candidates
The Ministry of Education and Training said that it has developed a test format structure and announced it from the end of 2023. This test format structure helps to better assess candidates' abilities, avoid rote learning and command learning; the appropriate differentiation level creates favorable conditions for university and college admissions but ensures that it does not exceed the requirements set out in the 2018 generaleducation program.
The Ministry of Education and Training's early announcement of the structure, format of the exam and reference exam questions helps schools and students to be proactive in teaching and learning, in regular and periodic testing and assessment, and to prepare well to systematize knowledge for the Final Exam.
The Ministry of Education and Training has developed a number of test questions for large-scale testing with about 12,000 candidates nationwide, including in the most difficult provinces. The test results have been carefully analyzed using modern testing theory and are one of the important bases for the test council to design reference questions to determine the level of the test, ensuring differentiation and meeting the requirements of Resolution 29.
The exam is within the program and does not exceed the requirements.
The Ministry of Education and Training believes that the exam meets the goals set out in Resolution 29, including correctly assessing students' abilities, serving as a basis for vocational education and university admissions.
The exam is designed for candidates to take two compulsory subjects: math and literature, and two elective subjects from among the subjects students study in grade 12.
The exam has increased the number of questions that differentiate students. According to the Ministry, in previous years, the exam had few questions to classify students, causing difficulties in enrollment, forcing many higher education institutions to organize their own exams, causing costs and wasting social resources.
“The content of the exam is part of the 2018 General Education Program and does not exceed the program’s requirements. The ratio of thinking levels (related to difficulty) is required to closely follow the published reference exam; it is differentiated and based on test results in 3 regions,” the report stated.
The Ministry believes that there may be many reasons for some difficult test scores, especially for math and English, but we need to wait until the test results are available to determine this clearly.
The Ministry explained that although the exam format and the direction for adjusting exam questions have been announced since 2023, due to the new exam format structure, it is inevitable that teachers and students will be confused with this year's exam.
The Ministry of Education and Training said that in the coming time, it will analyze the test results of candidates to have a basis for evaluating the quality of the test, the exam, and teaching and learning activities nationwide. At the same time, it will analyze the adjusted scores between exam subjects to serve the evaluation of exam results of the subjects.
2025 is the first year of organizing the exam according to the new exam plan. The Ministry of Education and Training organized the exam for candidates on June 26-27.
The total number of candidates who submitted applications for the exam is: 1,165,289, nearly 100,000 more than in 2024. 100% of candidates were able to register for the exam online, of which, the number of candidates taking the exam under the 2018 General Education Program was 1,138,579, and the number of candidates taking the exam under the 2006 General Education Program was 26,710, accounting for 2.29% of the total number of candidates registering for the exam.
The rate of candidates taking the exam reached over 99.3% of the total number of candidates registered for the exam.
There were 41 candidates who violated the exam regulations and were suspended from the exam for using documents and bringing phones into the exam room; no staff member was recorded violating the exam regulations.
The Ministry of Education and Training has made a preliminary assessment that the exam was organized safely, seriously, in accordance with regulations, and in line with the innovation policy according to the directives and resolutions of the Party, State and National Assembly ; and the High School Graduation Exam Regulations.
