Ministry of Education and Training: The 2025 high school graduation exam is unlikely due to many reasons

(NLDO) - The Ministry of Education and Training believes that some information assessing the difficulty of this year's high school graduation exam could be due to many reasons, which will only be clearly determined when the exam results are available.

On July 1, the Ministry of Education and Training reported on the results of the 2025 high school graduation exam as of June 30, 2025.

The Ministry of Education and Training affirmed that the content of the exam does not exceed the requirements of the program.

The Ministry of Education and Training said that this year's exam meets the goals set out in Resolution 29: "Correctly assessing students' abilities, serving as a basis for vocational education and university education admissions."

The exam is designed for candidates to take two compulsory subjects: math and literature, and two elective subjects from the subjects they study in grade 12. Accordingly, candidates will be able to choose two of their strong subjects to take the exam and receive the results for admission consideration.

According to the Ministry of Education and Training, the exam has increased the number of questions that are meant to differentiate students. In previous years, the exam had few questions to classify students, leading to difficulties in enrollment, forcing many higher education institutions to organize their own exams, which is costly and wasteful of social resources.

However, the Ministry of Education and Training also affirmed that the exam content belongs to the 2018 General Education Program and does not exceed the program's requirements.

The required thinking level ratio (related to difficulty) closely follows the published reference questions; is differentiated and based on test results in 3 regions.

The Ministry of Education and Training recognizes that there is some information that the exam questions are difficult, especially for math and English, which can be due to many reasons. However, we need to wait until the exam results are available to determine clearly.

Previously, as reported by Nguoi Lao Dong Newspaper , after the High School Graduation Exam ended, many candidates were quite worried. They said that the difficulty level between the previous mock exam and the real exam was different .

Of all the subjects, the math and English exams are receiving mixed reviews.
