On August 23, in Ho Chi Minh City, the Ministry of Education and Training coordinated with OneSky (an international non-governmental organization, established in 1998, specializing in supporting preschool care and education ) to organize a conference to deploy the Project "Supporting the improvement of the quality of care, nurturing, and education of preschool children in some areas with industrial parks and industrial clusters".

Mr. Nguyen Thanh De, Director of the Department of Preschool Education, Ministry of Education and Training, said that the strong development of industrial parks and export processing zones across the country has attracted a large number of migrant workers from other provinces and cities to big cities to find work, increasing the demand for preschool education. While the public school system has not met the demand, many parents have to send their children to private independent preschools, where there are still many limitations in the quality of care and safety for children.

The project "Supporting the improvement of the quality of care, nurturing and education of preschool children in some areas with industrial parks and industrial clusters" was officially approved by the Ministry of Education and Training in June 2025, implemented in the period of 2025-2028 in 3 localities: Ho Chi Minh City, Tay Ninh province, Bac Ninh province with a total non-refundable aid of 34.47 billion VND (equivalent to 1.47 million USD), aiming to improve the quality of care, nurturing and education of preschool-age children at private independent preschools.
Ms. Nguyen Minh Huyen, senior expert of the Department of Preschool Education, Ministry of Education and Training, secretary of the Project Coordination Board, shared that the project will invest in 4 pilot private independent preschools built in 3 project provinces as follows: 1 facility in Ho Chi Minh City, 1 facility in Tay Ninh province and 2 facilities in Bac Ninh province. In addition to investing in facilities, the project also supports more qualified teachers at private independent preschools, to ensure that children in industrial parks and industrial clusters have equal development opportunities with children in other areas.

In addition, other expected outputs of the project are that 125 reporters from 3 provinces and cities (Ho Chi Minh City, Tay Ninh, Bac Ninh) will be trained and regularly fostered on the implementation of preschool education programs, responsive care and teaching methods, presentation skills, communication skills, negotiation skills, planning methods, and inspection and supervision.
1,180 private independent preschools will have their staff/teachers/employees trained by key reporters to improve their professional and technical capacity, helping to improve the quality of child care and education at these facilities.
There will be an online learning site with professional guidance documents, important information regularly updated to create conditions for managers, preschool teachers and childcare workers to refer to and improve their professional qualifications. At the same time, inspection and supervision of private preschool education activities in the locality will be improved.
Fairness for all preschoolers
The highlight of the project is the training program to improve the capacity of the team directly involved in nurturing, caring for and educating preschool children at private independent preschools, implemented in a combined form of in-person and online learning, including classroom learning, direct instruction at the facility and consultation with experts via online learning sites.
The content includes 20 topics on child care and education, supporting private independent preschools to implement the Ministry of Education and Training's Preschool Education Program, the "Responsive Care and Teaching" method - a child-centered approach, promoting children's proactiveness and encouraging comprehensive development.

The project's goal is not only to achieve the target numbers, but also to achieve a complete education and fairness in welfare for all children of preschool age in Vietnam.
According to Ms. Morgan Hurley Lance, General Director and Head of the Representative Office of OneSky Organization in Vietnam, the important factor that determines the success of the training and development program is the good relationship between the lecturers and the students. This not only helps the learning process to be effective but also helps to connect more between public and private preschools.
From tomorrow (August 25) to August 28, 2025, specialized training courses will be held for 25 key staff, who are the personnel directly implementing the project to localities.
