The objective of the Working Group is to grasp information on the results and operation situation of the two-level local government model associated with the fields under the state management of the Ministry of Science and Technology , the implementation of Decree No. 132/2025/ND-CP, Decree No. 133/2025/ND-CP, Decree No. 150/2025/ND-CP, especially Circular No. 10/2025/TT-BKHCN.
In addition, the Working Group also hopes to receive opinions on practical difficulties and obstacles in implementation, especially suggestions and recommendations for the Working Group.
The delegation of the Ministry of Science and Technology inspected the Public Administration Service Center of Vo Cuong Ward.
In the morning, the working group worked with the People's Committee of Vo Cuong Ward and inspected the Public Administration Service Center of the ward. Also attending the meeting were representatives of the leaders of Kinh Bac Ward and Hap Linh Ward.
To carry out the task of state management in the field of science and technology, the ward has assigned a Vice Chairman of the People's Committee to be directly in charge, and at the same time assigned the Department of Culture and Society to act as the focal point for consultation, and arranged a specialized science and technology official to concurrently take on administrative reform work.
In particular, the ward has issued many important documents to specify the tasks of digital transformation, science and technology development and innovation. These include Plan No. 16/KH-UBND dated July 31, 2025 on promoting the application of IT and digital transformation in the last 6 months of 2025; Decision No. 167/QD-UBND dated August 4, 2025 establishing the Steering Committee for Science and Technology Development, Innovation and Digital Transformation; Decision No. 131/QD-UBND dated July 11, 2025 establishing the Technology Response Team; Decision No. 171/QD-UBND dated August 5, 2025 establishing the ward's Digital Technology Team; and Decision No. 01/QD-TCT consolidating the Working Group for Science and Technology Development, Innovation, Digital Transformation and Administrative Reform.
Although up to now, the ward has not issued any administrative procedures in the field of science and technology, the proactive issuance of mechanisms and organization of the apparatus shows the determination to innovate in management and service to the people.
The People's Committee of Vo Cuong Ward made a number of recommendations, notably organizing training courses on management skills and digital technology; issuing regulations on determining job positions for digital transformation officers to enjoy the regime according to Decree 179/2025/ND-CP; establishing training costs for specialized courses on digital transformation; at the same time, having a mechanism to support the activities of the Community Digital Technology Team and equipping working tools to guide people.

Next, the working delegation worked with the People's Committee of Lang Giang commune and inspected the commune's Public Administration Service Center.
According to the report of the Commune People's Committee, from July 1 to August 18, 2025, the Commune Public Administration Service Center received 9,301 records, of which 8,498 records were resolved and returned results on time.
The commune has publicly posted a list of administrative procedures under its authority, and assigned a specialized officer in the field of science and technology to receive and return results. Up to now, no administrative procedures in the field of science and technology have been created.
The representative of Lang Giang Commune People's Committee proposed that the Ministry of Science and Technology and the Department of Science and Technology of Bac Ninh regularly provide specific guidance on the implementation of decentralization and delegation tasks; organize direct training for commune-level civil servants; issue a framework of criteria and methods for assessing the level of digital transformation at the commune level in accordance with the two-level government model.
On the same afternoon, the delegation worked with the People's Committee of Bac Ninh province and inspected the actual situation at the Provincial Public Administration Service Center. Receiving and working with the delegation were Mr. Nguyen Van Dung, member of the Provincial Party Committee, Director of the Department of Science and Technology of Bac Ninh province, representatives of the Provincial People's Committee Office, leaders of specialized departments of the Department of Science and Technology and the Provincial Public Administration Service Center.

Speaking at the meeting, a representative of the Department of Science and Technology of Bac Ninh province said that the People's Committees of communes and wards in the province are equipped with internet lines with a minimum speed of 100 Mbps and have 229 dedicated data lines for 99 communes and wards; 22 lines for departments and branches to access shared applications. 112 online conference points have been deployed to all communes/wards.
100% of staff are provided with official emails; the document management and administration system is put into synchronous operation (more than 87 thousand outgoing documents, 705 thousand incoming documents). Training for all 99 communes and wards on digital transformation and online public services.
Pursuant to Decree No. 133/2025/ND-CP, the province has issued decisions announcing the list of new administrative procedures, and at the same time authorized the Department Director to approve a number of procedures under the authority of the Provincial People's Committee.
By August 15, 2025, all 197/197 administrative procedures in the field of science and technology have been provided with online public services (100%). Of these, 73 procedures are fully online (accounting for 37.06%), 124 procedures are partially online (62.94%). Notably, 95 procedures have been deployed without administrative boundaries, helping people and businesses to access services more conveniently.
From July 1 to August 15, 2025, the Department of Science and Technology received 483 applications, mostly in the fields of quality measurement standards (203 applications) and science and technology activities (74 applications). All applications were processed on time, with no backlog.
After Decree 132/2025/ND-CP was issued, the Department of Science and Technology of the province issued a document guiding the People's Committees at the commune level on the management of standards, measurements and quality; at the same time, it developed a plan to organize training courses on state inspection of measurements and product and goods quality for commune-level officials, scheduled to be held in September 2025. In addition, the Department sent invitations to communes and wards to attend the training conference on state management of science and technology at the commune level, taking place on August 23, 2025.
Implementing Decree No. 133/2025/ND-CP, the Department of Science and Technology of Bac Ninh province has advised the province to issue Decisions announcing the list of newly issued administrative procedures under the management function and authority to resolve the contents of decentralization and delegation; advised the Provincial People's Committee to issue Decisions on authorizing the Director of the Department to approve administrative procedures under the authority of the Provincial People's Committee.
In addition to the achieved results, the Department of Science and Technology also pointed out some difficulties and obstacles for the Working Group, such as: Lack of human resources, especially IT and digital transformation personnel; some communes/wards have arranged IT staff who are not qualified, and are still confused when processing electronic records; technical systems, transmission lines, national public service software and vertical software (household registration, business registration, etc.) are still faulty, congested, and not synchronized; new regulations on science and technology, innovation, science and technology development funds, intellectual property, radiation safety, etc. still lack detailed instructions, making it difficult for localities to implement. The rate of digitization of records and the rate of online records at the commune level are still low; some land procedures still have problems with authorization, etc.
The Department of Science and Technology recommends that the Ministry of Science and Technology advise the Government to soon issue documents providing detailed guidance on new laws and decrees on science and technology, innovation, science and technology development funds, venture capital funds, intellectual property, and radiation safety; support training and coaching of provincial and communal officials; guide the operation of community digital technology teams; upgrade the infrastructure of the National Public Service Portal, ensure data connectivity; unify the science and technology sector reporting system from the central to local levels; have a clear and specific financial mechanism for science and technology, innovation, digital transformation, etc.
At the working sessions, the Ministry's working delegation, according to its assigned functions and tasks, promptly provided guidance and discussed specific issues raised by Bac Ninh province.
With recommendations and proposals beyond its authority, the Working Group will record, summarize, and report to the Minister and the leaders of the Ministry of Science and Technology, as a basis for perfecting mechanisms and policies, ensuring the system operates smoothly and effectively, better serving people and businesses./.
