Ministry of Science and Technology announced 21 major problems

The Ministry of Science and Technology issued a list of 21 major problems in science, technology, innovation and digital transformation.

The Ministry of Science and Technology has issued a list of 21 major problems in science, technology, innovation and digital transformation, including building chip factories, manufacturing satellites and blockchain.

The portfolio covers many fields, from agriculture , industry, digital infrastructure development to core technologies such as AI, blockchain, 5G.

The list of major problems clearly identifies the pivotal role of science and technology, innovation and digital transformation in national development.

The agriculture - environment sector is given problems on building a national biological data platform integrating artificial intelligence; applying AI and IoT in monitoring livestock health and tracing diseases; developing smart sensors for sustainable aquaculture; monitoring forest resources using remote sensing and AI technology; researching SNP production to increase the value of crops and livestock; post-harvest preservation technology of agricultural products and developing biological materials for coastal infrastructure.

In the industrial sector, the Ministry of Science and Technology has set out to develop smart equipment and systems for underground mining and mineral processing. In addition, there is also the development of core technology, research and production of 5G and 6G equipment; construction of high-tech semiconductor chip manufacturing plants; and manufacturing of low-altitude satellites.

In the field of artificial intelligence and digital transformation, the Ministry proposed the development of AI models made in Vietnam in language, image, sound and data processing. The specific goal is to build a Vietnamese language model with at least 100 billion parameters, which can process specialized documents such as law, finance, agriculture and culture.

Another problem is to build a virtual assistant to support civil servants and public employees. In addition, the Ministry also assigned the task of developing digital copies for cities, building 3D digital maps, and IoT systems to serve smart cities and green transformation.

Modern Nanotechnology research is conducted at Ho Chi Minh City National University.

In the digital infrastructure sector, the Ministry aims to invest in an 80 MW cloud computing center owned by Vietnam. Along with that is the construction of a Vietnamese blockchain service network and a "Blockchain-as-a-Service" platform (providing blockchain technology as a service) to serve businesses in product management and traceability. In addition, there is the problem of building a system to exploit, analyze and map industrial property.

The list of major problems publicly announced by the Ministry is not only a development orientation, but also for Vietnamese digital technology enterprises to proactively research, mobilize resources and participate in solving them.

Units under the Ministry, including the Department of Information Technology Industry, the Department of Science, Technology and Engineering, the National Fund for Science and Technology Development, and the National Institute of Intellectual Property, play a leading, supporting and implementing role.

Mr. Dao Ngoc Chien, representative of the National Foundation for Science and Technology Development, said that the host unit can play the role of beneficiary and investor. "The ones who will carry out the calculation will be businesses, through the form of bidding," Mr. Chien said.

The SG8V1 chip is the first microprocessor chip researched and developed in Vietnam to be officially put into commercial use.

Among the 21 problems raised by the Ministry, the National Foundation for Science and Technology Development is in charge of building an online management system for science and technology tasks. According to Mr. Chien, this system was created to implement the policy of comprehensive digital transformation of science and technology activities.

The Law on Science, Technology and Innovation has "unleashed" scientists. In it, the management agency does not count tasks, does not control the process, and only controls the output. The online management system for science and technology tasks will help indirectly monitor research activities using the State budget.

"The system will be managed in a digital environment, creating maximum convenience, not causing trouble for research units, but still ensuring strictness, helping to monitor the use of the State budget for the right purpose and effectively," shared the Director of the National Foundation for Science and Technology Development.

The issuance of the list of problems is considered a step demonstrating the determination of the Ministry of Science and Technology in substantially implementing Resolution 57 of the Politburo, which identifies the pivotal role of science and technology, innovation and digital transformation in national development.

At the February conference, Minister of Science and Technology Nguyen Manh Hung emphasized that "to develop science, technology, innovation and digital transformation, large enterprises must take the lead". To have large enterprises, the State needs to assign work and place orders, because "only with big work can Vietnamese enterprises grow".

"This is the responsibility of large enterprises towards the country, and also the task that Resolution 57 assigns to national technology enterprises, with the goal of forming large technology enterprises in Vietnam," the Minister emphasized.
