The conference was co-chaired by comrades: Le Quoc Phong, Member of the Central Committee of the Party, Standing Deputy Secretary of the Ho Chi Minh City Party Committee; Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Van Thi Bach Tuyet, Deputy Secretary of the Ho Chi Minh City Party Committee; and Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee.

Many outstanding results
Presenting a summary report on the first year of implementing the overall organizational model of the city's political system and the two-tiered local government model, Deputy Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet stated that, after one year of operation, Ho Chi Minh City has achieved many important results. In particular, the city's governance methods increasingly demonstrate "efficiency - effectiveness - efficiency - closeness to the people - responsiveness to the people"; placing citizens and businesses at the center of service, and using citizen satisfaction as a measure of the quality of the administrative apparatus's operations.
The quality of essential public services at the commune level has been largely maintained. Services in education , healthcare, environmental sanitation, culture, sports, and administrative procedures are ensured. Social welfare work is carried out effectively.
The city has implemented several new policies that have yielded practical results, such as: organizing free health check-ups; providing free bus services; constructing and renovating facilities to serve the people's living needs; accelerating the implementation of at least 200 key projects to celebrate major congresses and holidays, prioritizing strategic infrastructure with a strong ripple effect and driving growth; providing comprehensive care for war veterans, poor households, and workers; and promoting the construction and repair of charitable and compassionate housing, coupled with the determination to relocate and rearrange housing along canals and waterways to enhance urban aesthetics.
Furthermore, administrative reform and digital transformation have achieved many positive results, demonstrated by the handling of a large volume of administrative procedures with an on-time rate of over 99.5%, an online application rate of over 88%, a satisfaction level of over 96% among citizens and businesses; and 100% of exchanged documents in electronic form.
The decentralization, delegation of authority, and handling of administrative procedures have been carried out smoothly. Based on 1,065 tasks decentralized in 28 Government Decrees, the city has issued numerous decisions on decentralization and delegation of authority in various fields. Specifically, 900 tasks of departments and agencies and 108 tasks of the People's Committee and the Chairman of the People's Committee of Ho Chi Minh City have been decentralized and delegated to the commune level, giving them greater autonomy in performing their functions and duties.

According to Comrade Van Thi Bach Tuyet, most of the tasks that have been decentralized, delegated, and had their authority clearly defined have yielded positive results, contributing to increased initiative at the grassroots level, shortening processing times, and improving the quality of service to citizens and businesses.
In addition, the Standing Committee of the Ho Chi Minh City Party Committee has focused on seriously leading the implementation of personnel restructuring; arranging, assigning, transferring, and rotating cadres according to proper procedures and standards; reviewing and supplementing planning, training, and fostering cadres in line with the requirements of political tasks and the city's development orientation. The city has strengthened measures to support localities in effectively carrying out their tasks: organizing the secondment of specialized cadres from departments and agencies to perform tasks at the grassroots level, specifically tasks such as land compensation and clearance, planning, and ensuring construction order; and promoting training and fostering for civil servants, especially at the commune level.
The city has implemented a "one-stop shop - one decision - one point of responsibility" model with comprehensive and interconnected online public services, allowing citizens and businesses to submit, track, and receive results online. Simultaneously, it has adopted a system for processing applications across administrative boundaries, enabling citizens to complete procedures anywhere in the city, without being limited by their place of residence. This significantly reduces time and costs, demonstrating a commitment to building a service-oriented administration.
Digital platforms and shared information systems are ensured to operate stably; integrated data sharing platforms are always maintained with seamless connectivity within the city and with the national system. The network infrastructure, applications, software, and end-user information technology equipment meet the requirements for interconnected, synchronized, and seamless operation between agencies, units, and 168 communes, wards, and special zones.

Despite the achievements, there are still some limitations and shortcomings that need to be addressed. Specifically, the staff is both overstaffed and understaffed; a small number of staff members do not meet the job requirements; and there is a shortage of experienced officials and civil servants in key areas such as Party building, information technology, finance and accounting, land management, construction and transportation, health, culture, and education.
Overburdening pressure exists in densely populated areas. The workload is increasing rapidly within the prescribed staffing limits, which are not commensurate with the population size, area, and characteristics of the locality. The significant disparity in the number of Party organizations and members between ward and commune Party committees creates immense pressure and overload in task performance, somewhat affecting the proactiveness and quality of public service execution…
Effectively implement Resolution 09 of the Politburo.
According to the Deputy Secretary of the Ho Chi Minh City Party Committee, the city continues to focus on implementing several key tasks and solutions. These include effectively implementing Resolution No. 09-NQ/TW of the Politburo on building and developing Ho Chi Minh City in the new era.

Simultaneously, research, develop, and submit for promulgation the Law on Special Urban Areas to create a synchronized institutional framework, a suitable, open, and stable legal framework, becoming a "breakthrough of breakthroughs," creating the most favorable conditions for Ho Chi Minh City to maximize the effectiveness of its potential and strengths, mobilize all resources to accelerate rapid and sustainable development. Along with that, effectively implement the national socio-economic development plan, national finance plan, and medium-term public debt repayment and investment plan for the 5 years from 2026 to 2030, linked to achieving the goal of double-digit growth.
The city will reorganize and streamline the organization and operation of villages and residential areas within the city to suit the practical situation at the grassroots level, in conjunction with the reorganization of Party organizations and socio-political organizations. The plan for reorganizing public offices, assets, and administrative centers will be completed according to regulations. Priority will be given to allocating funds and accelerating the progress of constructing new schools, upgrading existing ones, and expanding existing ones to ensure the teaching and learning needs of the locality are met.

In addition, continue to reorganize the staff of officials, civil servants, and public employees to meet the requirements of performing tasks, prioritizing the recruitment of highly specialized personnel for the fields of information technology, finance and accounting, land, construction, health, agriculture, environment, etc.
