Home Office is seeking opinions on the draft Decree of the Government regulating the assessment and classification of the quality of civil servants.
According to the drafting agency, civil servants are evaluated based on specific criteria for evaluating the performance of tasks according to the products/work of each job position that the civil servant holds.
At the same time, applying science and technology to monitor, evaluate, and classify the level of task completion objectively, in accordance with the achieved results, as a basis for arranging, using, rewarding, and screening civil servants, contributing to restructuring and improving quality, building a team of professional, responsible, dynamic, and creative civil servants; serving the people and businesses, and developing the country.
The draft clearly states that KPI is an indicator to evaluate the level of task completion of civil servants, determined based on products/work or product/work standards associated with job positions, reflecting the effectiveness of task performance in terms of quantity, quality and progress.
Notably, the draft devotes one article to regulating the assessment of task performance results (KPI) for civil servants holding leadership and management positions.
According to the draft, the duties of civil servants holding leadership and management positions, depending on the position held, include directly assigned tasks; tasks of directing, operating, organizing the implementation of tasks, guiding, inspecting, supervising, and resolving problems within the scope of functions; tasks related to products/work and civil servants in the assigned unit.
About the formula KPI scoring With leaders and managers, according to the draft, there are 6 criteria.
In which, the 3 criteria of quantity, quality and progress of task performance results are determined by the percentage between the volume, quality and progress of the product. Or the completed work compared to the assigned task or the norm according to the job position, has been converted to standard product/work units.
The fourth criterion is the performance of the agency, organization, unit or field assigned to it.
In case 100% of civil servants under their management and responsibility are classified as having completed their tasks or higher, the percentage score is calculated as 100%.
In case a civil servant under management or responsibility is classified as not completing his/her tasks, the percentage score will be calculated as 50%.
The fifth criterion is the ability to organize and implement tasks.
In case the unit completes all tasks according to the plan on time, ensures quality, has initiatives or effective implementation solutions, the score will be calculated as 100%.
In case there are any limitations or prolonged delays in the implementation of assigned programs and work plans during the evaluation period, the score will be calculated as 50%.
The sixth criterion is the capacity to gather and unite civil servants under management.
In case the unit maintains a united working environment and effective coordination between individuals and departments, the score will be calculated as 100%.
In case there are no complaints, petitions or recommendations regarding prolonged internal conflicts or disunity during the assessment period, the score will be calculated as 50%.
The Ministry of Home Affairs stipulates that the results of monthly civil servant monitoring and evaluation criteria are determined by the total score of the general criteria and the score of the civil servant's task performance. In which, the score according to the general criteria accounts for 30% of the total score, the score of the task performance accounts for 70% of the total score.
How to calculate 4 levels of civil servant quality classification
The Ministry of Home Affairs proposes that civil servants be classified in quality based on monthly and quarterly monitoring and evaluation results according to 4 levels.
Complete the mission excellently: Civil servants with monitoring and evaluation results of 90 points or more.
Complete the task well: Civil servants with monitoring and evaluation results from 70 points or more to less than 90 points.
Complete the mission: Civil servants have monitoring and evaluation results from 50 points to less than 70 points.
Mission failed: Civil servants in one of the following cases:
There are monitoring and evaluation results below 50 points.
Being concluded by competent authorities to have signs of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; violating things that party members are not allowed to do; violating the responsibility to set an example, negatively affecting the reputation of oneself and the agency or unit where one works.
There is a violation related to public service activities that is subject to disciplinary action from reprimand or higher in the assessment year.
Agencies, organizations and units under their direct authority and management are involved in embezzlement, corruption and waste and are handled according to the provisions of law (for civil servants holding leadership and management positions).
