Accordingly, the Ministry of Home Affairs received a petition from voters of Lang Son province sent by the Government Office under Official Dispatch No. 10822/VPCP-QHDP dated November 6, 2025, with the following content: "Requesting direction for central ministries and branches to promptly issue Circulars on job positions by industry and field after rearrangement and reorganization, so that localities have a basis for implementation".

Responding to this issue, the Ministry of Home Affairs said that, implementing the Conclusion of the Politburo and the Secretariat, the Ministry of Home Affairs has proactively reviewed the list of positions of civil servants and public employees in administrative agencies, organizations and public service units managed by the Government after rearranging the apparatus, administrative units and implementing 2-level local government and has issued Document No. 9478/BNV-CVCC dated October 17, 2025 to the Central Organizing Committee for synthesis and reporting to competent authorities.

At the same time, implementing the provisions of the Law on Cadres and Civil Servants 2025 and Decision No. 1575/QD-TTg, the Ministry of Home Affairs is currently developing a draft Decree regulating civil servant job positions, to organize the implementation of the arrangement, use and management of civil servants according to job positions in accordance with the spirit of the Law on Cadres and Civil Servants 2025, in which the draft Decree focuses on the basic contents:

Firstly, the Government issues a list of civil servant job positions for unified implementation in state agencies from the central to communal level; secondly, the Government prescribes job description templates and competency frameworks for job positions;

Third, ministries, branches and localities shall base on the list of job positions, job description templates and job position competency frameworks prescribed by the Government and based on the functions and tasks according to the new organizational structure to develop job position projects for agencies and organizations under their management.

According to the content orientation stipulated in the above draft Decree, the Ministries managing sectors and fields do not have to issue guiding documents on civil servant job positions in the sectors and fields assigned to them for management as prescribed in Decree No. 62/2020/ND-CP, and agree to implement according to the general guidance of the Government.
