Ministry of Home Affairs requires civil servants and public employees to be proficient in AI

(NLDO) - The Ministry of Home Affairs requires 100% of civil servants, public employees, and workers of this ministry to be proficient in applying artificial intelligence (AI) in their work.

Minister of Home Affairs Pham Thi Thanh Tra emphasized the requirement that each cadre and civil servant of the Ministry must be proficient in applying AI in their work, in order to meet the requirements of innovation and national digital transformation.

This content was emphasized by Minister Pham Thi Thanh Tra when chairing a thematic meeting on digital transformation of the Ministry of Home Affairs on April 4.

At the meeting, Minister Pham Thi Thanh Tra acknowledged the initial results of the Ministry in digital transformation, especially in perfecting the institutional system serving administrative reform and building national data. Many important laws such as the Law on Government Organization, the Law on Local Government Organization, and the Law on Archives have been amended and supplemented to meet the new requirements of the digitalization process.

The Ministry of Home Affairs has also initially established large databases to serve state management, such as the national database on cadres, civil servants, public employees, meritorious people, jobs and specialized fields. At the same time, the Minister assessed the promotion of online public service applications on the National Public Service Portal as one of the bright spots, demonstrating the Ministry's determination in administrative reform.

Along with that, information technology infrastructure is invested in and strictly managed to effectively serve leadership and direction.

However, the Minister also frankly pointed out some shortcomings such as a number of civil servants not meeting the requirements of digital skills, lacking a strong spirit and not clearly demonstrating a pioneering role in the digital transformation process.

Faced with this situation, the Minister set out specific goals to improve the effectiveness of digital transformation throughout the industry. Accordingly, each cadre and civil servant needs to have the right awareness, sufficient knowledge and digital transformation skills to adapt to the requirements of the fourth industrial revolution.

To achieve this goal, the Minister assigned the Information Technology Center to preside over and coordinate with the Department of Organization and Personnel to develop an internal training program on digital transformation. According to the plan, the Ministry will organize monthly training sessions on Saturdays to supplement the skills of civil servants, in addition to ensuring professional tasks during the week.

The Ministry of Home Affairs will order and pay for the use of AI, considering it an abundant and rich resource for its work.

One of the key goals emphasized by the Minister is that by 2025, 100% of civil servants, public employees, and workers in the Ministry must be proficient in applying artificial intelligence (AI) in their work. The Ministry's leaders will proactively order and pay for the use of AI tools, considering this an important resource for leadership and management.

The ultimate goal set by the Minister is to complete and officially put into operation the Intelligent Operations Center (IOC) of the Ministry of Home Affairs on the occasion of National Day, September 2, 2025, to serve modern, transparent and effective management and operation.

Data must be "correct, sufficient, clean, alive"

To realize the digital transformation goals, Minister Pham Thi Thanh Tra has identified 5 key tasks, of which the top priority is to perfect the Digital Transformation Steering Committee of the Ministry of Home Affairs.

The Minister acts as the Head of the Committee; Deputy Ministers are Deputy Heads; Heads of units under and directly under the Ministry are members. The Steering Committee will have a working group to assist and assign specific tasks to each individual.

In addition, the Minister requested to focus on directing the construction and completion of the institutional system associated with the state management function of the Ministry, in accordance with the orientation of Resolution 57.

Notably, the Minister emphasized the need to improve the quality of specialized data, especially three data fields: national data on civil servants and public employees; data on labor and employment; and data on people with meritorious services.

This data needs to meet the criteria of "correct, sufficient, clean, and alive" - that is, accurate, complete, cleaned, and continuously updated.

In addition, the Minister also requested units to complete all administrative procedures of the Ministry on the Online Public Service Portal, and at the same time review and evaluate the current status of information technology infrastructure to ensure synchronization and efficiency.
