Before January 1, 2026, complete the reorganization of a number of affiliated public service units.
According to the Decision, the Ministry of Agriculture and Environment reorganizes a number of existing public service units under the Ministry as follows:
1- Merge the Institute of Agricultural Planning and Design and the Institute of Agricultural Mechanics and Post-Harvest Technology into the Vietnam Academy of Agricultural Sciences.
2- Merge the Institute of Forest Investigation and Planning into the Vietnam Forestry Science Institute.
3- Merge the Institute of Meteorology, Hydrology and Climate Change and the Institute of Environmental, Sea and Island Sciences into the Institute of Meteorology, Hydrology, Environment and Sea.
4- Merge the Research Institute of Aquaculture I; Research Institute of Aquaculture II; Research Institute of Aquaculture III; Research Institute of Marine Products; Institute of Fisheries Economics and Planning into the Vietnam Academy of Fisheries.
5- Merge the Institute of Animal Husbandry and the Institute of Veterinary Medicine into the Vietnam Institute of Animal Husbandry and Veterinary Medicine.
6- Merge the School of Agricultural and Rural Development Management into the Vietnam Academy of Agriculture.
7- Merge the Southern College of Technology and Agriculture and Forestry into the College of Mechanics and Irrigation.
8- Merge the Northern College of Irrigation into the College of Electrical Engineering and Irrigation and change the name to the Northern College of Electrical Engineering and Irrigation.
9- Merge Phu Tho College of Electromechanics and Phu Tho College of Technology and Agriculture and Forestry into Phu Tho College of Electromechanics and Agriculture and Forestry.
10- Merge the Vietnam-Soviet College of Construction Electromechanics into the Ninh Binh College of Mechanics and change the name to the College of Agricultural and Environmental Electromechanics.
11- Merge the Northern College of Agriculture and Rural Development into the Hanoi College of Electromechanics.
12- Merge the Institute of Water Resources Science; the Institute of Water Resources Planning and the Southern Institute of Water Resources Planning into the National Center for Water Resources Planning and Investigation.
13- Merge Irrigation Investment and Construction Management Board 2 and Irrigation Investment and Construction Management Board 4 into Irrigation Investment and Construction Management Board 1.
14- Merge Irrigation Investment and Construction Management Board 8 into Irrigation Investment and Construction Management Board 7.
15- Merge Irrigation Investment and Construction Management Board 9 into Irrigation Investment and Construction Management Board 10.
16- Reorganize the Center for Land Investigation, Planning and Valuation under the Department of Land Management and the Center for Development and Application of Science and Technology on Land under the Institute of Strategy and Policy on Agriculture and Environment into the National Center for Land Investigation and Planning under the Ministry of Agriculture and Environment.
17- Dissolve the Center for Natural Resources and Environment Communication; transfer functions, tasks, and personnel to units under the Ministry of Agriculture and Environment with appropriate functions.
18- Convert the Agricultural General Hospital and reorganize it into facilities under the Viet Duc Friendship Hospital under the Ministry of Health.
The reorganization of the above units shall be completed before January 1, 2026.
This Decision takes effect from the date of signing and replaces Decision No. 936/QD-TTg dated August 7, 2023 of the Prime Minister promulgating the list of public service units under the Ministry of Natural Resources and Environment; Decision No. 999/QD-TTg dated June 19, 2014 of the Prime Minister promulgating the list of public service units under the Ministry of Agriculture and Rural Development.
The Agricultural General Hospital shall continue to operate until a transfer decision is made by the competent authority. The Minister of Health shall be responsible for receiving the Agricultural General Hospital in its original state and reorganizing it to ensure a streamlined organization and improve operational effectiveness and efficiency.
