In recent years, under the strong direction of the Head of the Ministry of National Defense, the provision of online public services and the digitization of records and results of administrative procedure settlement have been thoroughly implemented by agencies and units. According to the assessment of the Ministry of Science and Technology on the quality of the Information System for handling administrative procedures at the ministerial and provincial levels, the Ministry of National Defense ranked 1st out of 21 ministries and branches in 2023 and 2024. Regarding online public services, the Ministry of National Defense currently manages 213 administrative procedures in 18 fields; has deployed the provision of 52 online public services, reaching a rate of 24.4%. The number of online records has increased gradually over the years: 54,508 records in 2023, 116,182 records in 2024 and 16,939 records in the first 4 months of 2025.

In 2025, the Ministry of National Defense is planning to deploy 37 more public services in the following areas: Military service; military recruitment; complaints; denunciations; protection of defense works and military zones; oil spill response; medical examination and treatment.

By 2025, agencies and units must digitize 100% of the results of handling administrative procedures that are still valid from 2022 onwards. Digitize 100% of records and results of handling administrative procedures from 2023 to present (digitize as they are received and handled).

At the conference, delegates focused on discussing and clarifying the advantages, good practices, creativity and effectiveness of their agencies and units; pointing out the difficulties, shortcomings and bottlenecks that are hindering the implementation of administrative procedures in the online environment and the digitization of records and results of administrative procedure settlement; and at the same time proposing a number of solutions and measures to overcome and remove them in the coming time.

Concluding the conference, Senior Lieutenant General Le Huy Vinh commended a number of agencies and units that have been outstanding in implementing public services and digitizing records and results of administrative procedure settlement in the past time. In order to properly implement the roadmap of the Ministry of National Defense's Plan and the tasks assigned by the Government and the Prime Minister, Senior Lieutenant General Le Huy Vinh requested the Office of the Ministry of National Defense to coordinate with relevant agencies to upgrade and synchronize the infrastructure of the Ministry of National Defense's Administrative Procedure Settlement Information System in accordance with the systems of the Government, provincial levels, ministries, branches and task requirements, especially for large-capacity records. Focus on reviewing, reducing, simplifying administrative procedures, as well as strictly controlling new administrative procedures. Organize inspection teams to inspect the digitization of agencies and units, find bottlenecks to promptly advise the leaders of the Ministry of National Defense to effectively deploy digitization of records and results of administrative procedure settlement.

Senior Lieutenant General Le Huy Vinh requested the General Staff and the General Department of Politics to continue directing the promotion of propaganda and education at all levels; promote the role of media and press agencies in the Army to raise awareness and responsibility for officers and employees; increase the online implementation of eligible administrative procedures; review and restructure eligible administrative procedures to provide full public services.

Senior Lieutenant General Le Huy Vinh also requested agencies and units handling administrative procedures to continue to promote propaganda and dissemination of the content, necessity and effectiveness of handling administrative procedures online, digitizing records and documents in handling administrative procedures associated with digital transformation, building databases to serve the development of e-Government towards digital Government in the military and defense sectors; focusing maximum human and material resources on digitizing records and results of handling administrative procedures.

Along with that, Command 86 will coordinate with agencies and units to guide standards, technical norms, equipment, and infrastructure; strengthen supervision, inspection, and ensure information security and network security for agencies and units in the entire army and Party and State agencies as required.
