Add items prohibited from being brought into the exam room

The Ministry of Education and Training has just announced the second draft of the circular amending and supplementing a number of articles of the Regulations on High School Graduation Exams, seeking comments before officially promulgating it to apply to the 2024 High School Graduation Exam.

Expected to add regulations on prohibited items to bring into high school graduation exam room

Regarding the regulations on items allowed and not allowed to be brought into the examination room, the High School Graduation Exam Regulations applicable in 2023 abolish all points n, clause 4, article 14 regarding: "Prohibited from bringing into the examination room: carbon paper, erasers, alcoholic beverages; weapons and explosives, flammable substances; documents, communication devices or information storage devices that can be used to cheat during the exam and marking process".

However, the draft that has just been published has brought back the regulation "prohibited from bringing into the exam room", including specific items: carbon paper, erasers, alcoholic beverages; weapons and explosives, flammable substances; documents, communication devices or information storage devices that can be used to cheat during the exam and marking process.

According to the Department of Quality Management (Ministry of Education and Training), this regulation aims to overcome the problem of items candidates are allowed to bring into the exam room related to high-tech equipment and is prohibited from bringing into the exam room in 2023.

The draft also adds a regulation: "Before taking the exam, the candidate's registration number and information must be fully written on the exam paper, exam paper, multiple-choice answer sheet, and scratch paper"...

How long is the exam "top secret"?

The draft amendments and supplements to the high school graduation exam regulations still maintain the regulation: "Exam questions and answers that have not been made public are classified as "top secret" state secrets. Unused reserve exam questions will be automatically declassified after the end of the exam invigilation."

However, there is an addition to the period of protection of top secret level. Specifically, according to the draft: "The period of protection of "top secret" state secrets for exam questions/subjects only ends when the test time for multiple-choice tests/subjects ends and two-thirds (2/3) of the test time for essay tests ends".

Apart from some technical changes, including more specific instructions in the regulations, the 2024 exam plan remains stable as in 2023.

The draft clearly states the number of exam subjects. Accordingly, the 2024 exam will continue to have 5 exams, including: 3 independent exams of math, literature, and foreign language; 1 combined natural science exam including the components of physics, chemistry, and biology; 1 combined social science exam including the components of history, geography, and civiceducation (for candidates studying the general education program at high school level) or the components of history and geography (for candidates studying the continuing education program at high school level).

For the combined exam, candidates can only register for one combined exam or component subjects in the same combined exam (for independent candidates). Candidates can register for a foreign language other than the foreign language they are studying at high school; candidates who are continuing education students can register for a foreign language exam to get the results for university and college admission.

The 2024 high school graduation exam is the last high school graduation exam to be conducted according to the 2006 general education program. From 2025, the exam plan will change to match the 2018 general education program.

On November 28, the Minister of Education and Training signed Decision No. 4068/QD-BGDDT approving the plan to organize the exam and consider recognizing high school graduation from 2025. Accordingly, the Ministry of Education and Training finalized the plan for high school graduation exams in 4 subjects, including 2 compulsory subjects and 2 subjects that candidates can choose.

Specifically, candidates will take compulsory exams in literature, mathematics and 2 subjects that candidates can choose from the remaining subjects studied in grade 12 (foreign language, history, physics, chemistry, biology, geography, economic and legal education, information technology, technology). Literature will be tested in essay form; the remaining subjects will be tested in multiple choice form.
