The ICT Index 2022 report has just been released by the research team of the Department of Information and Communications Technology Industry, Ministry of Information and Communications and Vietnam Association of Information Technology based on data collected from the survey subjects. After checking, updating, comparing, adjusting..., the component indexes and then the ICT Index of each group of subjects were calculated.
The report provides assessments and rankings of the level of readiness for information technology development and application based on data collected from ministries, ministerial-level agencies, government agencies; provinces, centrally run cities; economic groups, corporations and commercial banks...
Accordingly, the Ministry of Culture, Sports and Tourism is leading the overall ranking with an ICT Index score of 0.8838. In 2019 and 2020, this Ministry ranked 3rd.
In second place is the Ministry of Natural Resources and Environment with an ICT index score of 0.7739. Of which, the technical infrastructure index is 0.7469; human resources infrastructure is 0.6018, and the information technology application index is 0.9730. The Ministry of Natural Resources and Environment has made a spectacular breakthrough, rising sharply in recent years, from 17th place in 2019 to 12th place in 2020, up 10 places compared to the previous ranking. Notably, the Ministry of Natural Resources and Environment is ranked No. 1 in the information technology application ranking.
To achieve the above results, according to Mr. Le Phu Ha, Director of the Department of Digital Transformation and Natural Resources and Environment Data, in recent times, the Ministry of Natural Resources and Environment has organized and implemented many solutions to promote the development and application of information technology, and deploy digital transformation throughout the industry. Notably, it is the deployment of digital transformation platforms, the strong application of shared software systems throughout the industry, and the improvement of the efficiency and quality of high-level online public services; training high-quality information technology human resources to serve digital transformation.
Over the past 16 years, the ICT Index Report has continued to be welcomed and highly appreciated by ministries, branches, localities, commercial banks and enterprises as a prestigious reference document.
The report shows quite complete and rich rankings in terms of data, detailed ranking indexes with many components, with correlation comparisons between the Vietnam ICT Index and typical socio-economic indexes such as the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), the Provincial Governance and Public Administration Performance Index (PAPI) and the E-Commerce Index (EBI).
Improving the level of readiness for the development and application of information technology in Vietnam in general and of ministries, branches, localities, organizations and enterprises in particular is extremely important for the implementation of key projects and strategies such as the National Digital Transformation Program, the Program for the Development of Information Technology, Electronics and Telecommunications Industry to 2025 with a vision to 2030, and the Strategy for the Development of Vietnamese Digital Technology Enterprises - Make in Vietnam.
This also helps ministries, branches, and localities improve their rankings in PCI, PAR, PAPI, and EBI, and contributes to helping Vietnam improve its ranking in e-Government in the United Nations' e-Government Development Index (EDGI).
Based on the Vietnam ICT Index 2022 Report, the Ministry of Information and Communications hopes that ministries, branches, localities, organizations and enterprises will update information on the status, rankings of development and application at their agencies and units, creatively apply breakthrough digital technology solutions to successfully implement the National Digital Transformation Program, the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030; at the same time, promote the development of the information technology, electronics and telecommunications industry locally.
