Minister of Education and Training: Organizing the exams in Hanoi requires a higher level of care and safety measures.

(HNMO) - On the afternoon of June 16th, the inspection team from the Ministry of Education and Training , led by Minister Nguyen Kim Son, inspected and worked with the Hanoi City Steering Committee for the 2023 High School Graduation Examination, overseeing preparations for the examination. Ms. Vu Thu Ha, Vice Chairman of the Hanoi People's Committee and Head of the Steering Committee for the High School Graduation Examination, was also present.

The meeting was conducted in person at the Hanoi City People's Committee headquarters and connected online to the examination steering committees in 30 districts, counties, and towns. Given the large number of candidates, Minister Nguyen Kim Son noted that organizing the exam in Hanoi requires a higher level of meticulousness and safety measures.

Hanoi accounts for more than one-tenth of the total number of candidates nationwide.

According to a report by Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training and Deputy Head of the Standing Committee of the City's High School Graduation Examination Steering Committee, Hanoi has 102,095 registered candidates for this exam. Hanoi plans to arrange 189 examination centers with 4,263 examination rooms; deploy 14,907 officials, teachers, and staff to participate in invigilation work, and 537 inspectors stationed at the examination centers.

Preparations for organizing the exam are being carried out urgently. Hanoi city is ensuring that all conditions are met to organize the exam in accordance with the directives of the Ministry of Education and Training, guaranteeing that the exam will take place safely and conveniently for candidates.

Based on the experience gained from organizing the 10th grade entrance exam for the 2023-2024 school year, the Hanoi City Examination Steering Committee has learned from several issues and developed solutions to improve the organization of the high school graduation exam, especially in the printing and copying of exam papers. Currently, the printing and copying of exam papers is being carried out according to plan. The printing and copying location is isolated, ensuring three independent zones and meeting the safety and security requirements of the examination regulations. Recognizing the importance of the exam, Hanoi City is paying special attention to training invigilators, requiring 100% of those on duty to thoroughly understand the regulations, have a high sense of responsibility, and avoid complacency at all stages.

Responding to a question from Minister of Education and Training Nguyen Kim Son regarding measures to support candidates, Mr. Tran The Cuong stated that, in addition to the regular support from schools in all aspects, the Department has implemented many solutions to help candidates review through the online learning and testing system (https://study.hanoi.edu.vn); learning via television (3 sessions/week)... The plan to support candidates during the exam has also been developed with the spirit of prioritizing the best conditions for candidates. Clarifying the specifics of Hanoi, Mr. Tran The Cuong said that every year Hanoi has the highest percentage of independent candidates among localities, this year nearly 4,000. These are candidates who face many difficulties in their studies and require more attention during the review and exam process.

Regarding the Hanoi City Examination Steering Committee's organization of the exam, Mr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), noted that with the largest number of candidates among all localities, Hanoi needs to pay attention to the grading process to ensure the Ministry's overall plan is met. At the same time, thorough checks should be made on the preparation and organization of the exam at all testing locations, and attention should be paid to supporting candidates with health issues, ensuring compliance with regulations and convenience for candidates.

Meanwhile, the Chief Inspector of the Ministry of Education and Training, Nguyen Duc Cuong, suggested that the Hanoi City Examination Steering Committee should strengthen propaganda and create consensus to prevent violations of regulations, including informing and warning candidates not to bring unauthorized items into the examination room; and thoroughly training invigilators on how to identify high-tech devices that could be used for cheating…

According to Minister of Education and Training Nguyen Kim Son, in just over a week, the 2023 high school graduation exam will take place nationwide with more than 1 million candidates. Preparing for this largest exam of the year requires a great deal of work. Yesterday, June 15th, the National Exam Steering Committee met with local steering committees to review the preparation for the exam. The Ministry of Education and Training is particularly concerned about the organization of the exam in Hanoi, as Hanoi has the largest number of candidates among all localities, accounting for more than 1/10 of the total number of candidates nationwide, and the exam always receives great public attention. This requires Hanoi to organize the exam cautiously and seriously in all stages, ensuring that the exam takes place safely, seriously, and according to plan.

After listening to reports and directly inspecting the exam paper printing and marking locations in Hanoi, Minister Nguyen Kim Son highly appreciated the thorough and serious preparation of the Hanoi City Examination Steering Committee and noted that, at this time, the preparation for organizing the exam has been carried out according to plan, meeting the requirements of the Ministry of Education and Training. Emphasizing the importance of the exam and its unique characteristic of having the largest number of candidates among all localities, Minister Nguyen Kim Son stated that the organization of the exam in Hanoi requires a higher level of meticulousness and safety measures. The Hanoi City Examination Steering Committee needs to prioritize the best facilities and equipment for printing exam papers and marking objective multiple-choice exams, while simultaneously conducting strict inspection and supervision at all stages; and organizing thorough and serious training on exam regulations for invigilators. Strengthen support for candidates, and proactively develop contingency plans to respond to situations such as traffic congestion, power outages, flooding, etc.

Responding to the comments of Minister of Education and Training Nguyen Kim Son, Vice Chairman of the Hanoi People's Committee Vu Thu Ha affirmed: The city's and district/township's examination steering committees recognize that organizing the exam is an annual event but without complacency. The city's and local examination steering committees will continue to carefully inspect and review the exam organization plans at 100% of the examination sites; develop contingency plans for various situations; and strengthen pre-exam communication regarding exam regulations, especially the responsibilities of candidates and items not allowed in the examination room.
