On the afternoon of August 21, the Standing Committee of the National Assembly conducted question-and-answer sessions on the second group of six areas: Justice; Interior; Security and social order; Inspection; Courts; and Prosecution.
National Assembly representative Hoang Quoc Khanh ( Lai Chau delegation) requested information on the implementation of the merger of district and commune-level administrative units in the past period.
Also concerned about internal affairs, National Assembly Deputy Tran Van Tuan (Bac Giang Delegation) said that from July 1, 2024, civil servants, public employees, and workers, including teachers, are very happy and excited to receive the new salary regime.
However, many voters who are school staff, especially school librarians, have expressed concerns about being assigned other professional duties similar to those of a teacher, including teaching hours, classroom instruction, or assistant teaching roles.
Furthermore, many individuals also have to take on additional administrative duties such as office work, healthcare, and treasury. Meanwhile, the salary and allowance policies for this group are inadequate and not commensurate with their assigned positions and roles.
Given the above feedback, National Assembly Deputy Tran Van Tuan asked the Minister of Interior how he assesses the issue raised by voters? Furthermore, how has the Minister been coordinating with the Ministry of Education and Training in advising the National Assembly and the Government to address this situation?
Regarding the issue of surplus officials at the district and commune levels, Minister of Home Affairs Pham Thi Thanh Tra stated that, as of now, according to the compiled data, the number of surplus civil servants at the district level is 58 out of 706 people, accounting for 8.22%. The number of surplus civil servants at the commune level is 1,405 out of 9,614 people, accounting for 14.49%.

Minister Pham Thi Thanh Tra expressed her hope that, in the coming period, localities will continue to pay attention, focus, and act responsibly to definitively resolve outstanding issues regarding the arrangement of redundant officials and civil servants based on existing policies, striving to complete this process by the end of 2025.
"The primary responsibility lies with the local authorities. The leaders must review, ensure transparency, democracy, and fairness in applying central and local policies to resolve the issue of surplus civil servants by 2025," Minister Pham Thi Thanh Tra emphasized.
