Deputy Prime Minister Pham Thi Thanh Tra attended the groundbreaking ceremony of 4 Lao Cai border boarding schools, presented gifts to disadvantaged students.

(Chinhphu.vn) - On the morning of November 9, in Muong Khuong commune, Lao Cai province, Deputy Prime Minister Pham Thi Thanh Tra attended the groundbreaking ceremony for the construction of four inter-level boarding schools in border communes of Lao Cai province.

This is one of the points across the country to hold groundbreaking ceremonies for primary and secondary boarding schools, aiming to improve the quality of education in mountainous and border areas.

Previously, in order to implement Resolution No. 298/NQ-CP dated September 26, 2025 of the Government , Lao Cai Provincial People's Committee issued Decision No. 1478/QD-UBND dated October 16, 2025 approving the list of special public investment projects for 4 primary and secondary boarding schools in A Mu Sung, Y Ty, Muong Khuong and Pha Long communes.

According to the approved project, the scale of the schools invested in construction on land funds from 6.2 ha - 8.6 ha ensures teaching and learning conditions for 980 - 1,200 students/school, with a total investment of 945 billion VND for 4 schools.

All four boarding schools are designed in a modern style, but still bear the strong imprint of the local ethnic identity, with synchronous investment from classrooms, principal's house, dining hall, dormitory, official housing for teachers, multi-purpose hall and other essential infrastructure.

In particular, all schools are being researched and invested in hot water systems to serve teachers and students in the cold season. The contractors selected for construction are all qualified contractors with a lot of experience in and outside the province.

On this occasion, Deputy Prime Minister Pham Thi Thanh Tra presented 200 gifts to 200 disadvantaged students in Muong Khuong, Pha Long, Y Ty and A Mu Sung communes, encouraging them to overcome difficulties and strive to excel in their studies.

At the same time, on the occasion of the upcoming Vietnamese Teachers' Day, November 20, the Deputy Prime Minister also presented gifts to Muong Khuong Kindergarten, Muong Khuong commune, showing deep concern for the teachers and students in the highlands.

Along with that, the Vietnam Bank for Agriculture and Rural Development donated 4 computer rooms worth 1 billion VND to 4 schools in the communes of Muong Khuong, Y Ty, Pha Long and A Mu Sung.

Speaking at the ceremony, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan said that Lao Cai is a mountainous border province in the north, with a 182 km long border adjacent to Yunnan Province (China); with 9 border communes and wards. More than 90% of the population in the border communes are ethnic minorities, whose lives are still difficult. Therefore, education in the highlands is an area that needs special priority.

The province currently has more than 1,000 educational establishments with nearly 500,000 students, including 17 ethnic boarding schools, 182 semi-boarding schools, with nearly 65,000 students enjoying the State's support policies. Thanks to the attention of the Central Government, the determination of the entire political system and the efforts of the teaching staff, the quality of education in Lao Cai has been increasingly improved, ranking among the leading groups in the northern mountainous region.

However, learning and living conditions for students in mountainous and border areas are still lacking; many places lack classrooms and boarding houses, and living conditions for teachers and students are still difficult.

Therefore, the groundbreaking ceremony of the construction of four inter-level boarding schools today is a great joy, a new milestone in the education career of the highlands on the journey of national development; contributing to improving people's knowledge, training human resources, nurturing talents for the future; spreading culture, and fostering the special friendship between the people of Vietnam and China.

According to the Chairman of Lao Cai Provincial People's Committee, the policy of building a system of inter-level boarding schools in border communes is a strategic visionary decision imbued with profound humanity of our Party and State.

This is not only an educational project, but also a project of faith and national solidarity, demonstrating the steadfast will of "strong borders and prosperous people".

The spacious schools that are about to be built will be a home for knowledge, a place to help the dreams of children of ethnic minorities in the highlands take flight; an environment to nurture a young generation with knowledge, courage, aspiration and patriotism, contributing to building an increasingly rich and strong border homeland.

On behalf of Lao Cai province's leaders, Mr. Tran Huy Tuan pledged to direct the implementation of the following tasks: Hand over clean land to the construction unit, coordinate and provide maximum support, ensuring completion progress in August 2026; strengthen inspection, supervision, strictly implement regulations on investment management; fully prepare staff, programs and facilities so that schools can become "second homes" for students in the highlands, where knowledge and aspirations are nurtured.
