(Chinhphu.vn) – On the morning of November 9, within the framework of the Program to start construction of schools in border communes, Deputy Prime Minister Nguyen Chi Dung attended the groundbreaking ceremony for the construction of Minh Tan Primary and Secondary Boarding School in Tan Son village, Minh Tan commune, Tuyen Quang province.

Also attending the event were Secretary of Tuyen Quang Provincial Party Committee Hau A Lenh; Deputy Minister of Finance Nguyen Duc Tam; Deputy Head of the Government Office Trinh Manh Linh.

Developing education in ethnic minority and mountainous areas has always been identified by the Party and State as a key task to ensure social security, sustainable development and maintain national defense and security. Resolution of the 13th National Party Congress; Resolution No. 120/2020/QH14 of the National Assembly on developing ethnic minority and mountainous areas; Notice No. 81-TB/TW, dated July 18, 2025 of the Politburo all emphasize the requirement to build a system of boarding and semi-boarding schools suitable for the conditions of remote, isolated and border areas; considering this an important solution to improve the quality of human resources and ensure equity in access to education.

Minh Tan Commune is a border commune of Tuyen Quang Province, with 1,568 households and 7,545 people, of which ethnic minorities account for over 95%. The whole commune currently has 1,491 students (including 868 primary school students and 623 secondary school students) studying at 3 main schools (2 primary schools, 1 secondary school), as well as school locations in villages with degraded facilities. The distance to travel is long, many students have to walk from home to school with a distance of 5 - 10 km. Students in the commune also face many difficulties in going to school every day, especially in the rainy season, the flood season often occurs flash floods, landslides, and rockslides.

From the above practices and policies, the construction of a primary and secondary boarding school in Minh Tan commune is an urgent requirement, aiming to create a breakthrough in education in border areas, ensure fairness in learning opportunities, promote the role of "educational nucleus" in strategic areas, contribute to keeping people, keeping land, and improving the quality of human resources.

The school has a scale of 45 classes (including 25 primary classes and 20 secondary classes), serving 1,574 students, with a total planned construction area of ​​41,651 m2. Infrastructure connection conditions such as traffic, electricity, domestic water, information... of the project are assessed as guaranteed and the risk of insecurity, potential landslides and flash floods is very low.

The form of construction investment is to expand and renovate Minh Tan Primary School. The expected completion date is before August 30, 2026.
