Speaking at the Conference, Director of the Department of Planning and Finance Dang Ngoc Diep informed that in 2023, the Department of Planning and Finance assigned responsibilities to each leader, officer and civil servant of the Department; promptly deployed tasks from the first days of the year, closely following the assigned functions and tasks; advised, proposed and appraised many important projects and proposals, contributing to the development of the industry.
The Department has closely coordinated with relevant ministries, especially the Ministry of Planning and Investment and the Ministry of Finance in mobilizing resources for the Ministry; developed a rich medium-term public investment capital plan for 2021-2025, meeting the Ministry's state management needs; coordinated with the Ministry of Finance in developing annual state budget estimates to ensure sufficient resources to implement the Ministry's key tasks.
In particular, we have requested additional funding for the tasks of national sector planning; specialized technical planning and key tasks assigned by the Ministry's leaders; construction of spacious facilities, adequate equipment, meeting the working conditions of civil servants...
Director Dang Ngoc Diep said that the leadership and civil servants of the Department have been proactive in completing tasks according to assigned functions and tasks, meeting the increasingly high requirements in the general activities of the Ministry.
In addition, although the Department has been active and proactive in organizing and implementing the tasks according to the assigned functions and tasks, however, in the implementation process, there are still some difficulties and limitations due to many subjective and objective reasons. Therefore, to ensure the completion of the assigned tasks, the Department of Planning and Finance proposes a number of solutions such as coordinating more closely and drastically with related units in professional work; Speeding up the work of synthesizing plans, assigning and adjusting the annual state budget estimates; Building public investment capital plans that need to be closely aligned with reality, in accordance with the implementation capacity of the unit; Strengthening inspection and supervision of the implementation of public investment capital disbursement; Actively participating in training courses to improve the professional qualifications and skills of the Department's civil servants to improve quality, meeting the requirements in planning and financial management.
Regarding the direction of tasks to be implemented in 2024, Director Dang Ngoc Diep said that the collective leadership and staff of the Department of Planning and Finance will continue to innovate further in general advisory work, proactively perform assigned functions and tasks, focusing on a number of key tasks.
Regarding planning, statistics and synthesis, promptly complete and submit to the Minister for promulgation the Ministry's Action Program to implement the Prime Minister's Directive on socio -economic development in 2024 and other Programs under the direction of the Government and the Prime Minister on the field of natural resources and environment. Be proactive in urging, inspecting and supervising the implementation of the Ministry's Action Program to implement Resolution No. 01/NQ-CP of the Government; improve the quality and ensure timely reporting of the implementation results of the Resolutions as required.
Develop and organize the implementation plan and strengthen the inspection of the implementation of professional tasks to ensure compliance with regulations and focus; Proactively and closely coordinate with relevant units to improve the quality and ensure the deadline for comments and appraisal of tasks, projects, strategies, plans, socio-economic development plans, and sectoral development plans of ministries, branches and localities; Proactively and closely coordinate with units to respond to recommendations of localities...
Regarding financial and accounting work, continue to guide units to organize the implementation of the 2024 state budget estimates in accordance with regulations, saving and efficiency; Continue to coordinate with the Ministry of Finance to amend, supplement and replace Circulars on fee and charge collection that are no longer appropriate... Guide units to develop pricing plans for public service products using the state budget in 2024 and submit them to competent authorities for promulgation according to regulations; Deploy the work of inspecting and approving the 2023 budget settlement of units...
In addition, continue to improve the personnel of the Department and its divisions to meet the requirements of assigned functions and tasks. Strengthen training in skills and professional expertise for staff; ensure policies for staff, civil servants and employees according to regulations; Strengthen administrative reform in organizing and implementing planning and finance work; strengthen the application of information technology in document processing, planning and finance management, online conferences, etc.
The conference also acknowledged the appreciation of specialized units in the Ministry of Natural Resources and Environment. In their speeches at the conference, leaders of the units said they were ready to closely coordinate with the Department of Planning and Finance to review common tasks and tasks to promote the total resources of the Ministry.
Speaking at the Conference, Minister Dang Quoc Khanh praised and highly appreciated the contributions of the Department of Planning and Finance in the work of consulting, synthesizing, and planning for 2023 and expected that in 2024 the unit would unite and be unified to excellently complete the assigned tasks. The Minister also acknowledged the frankness in looking at the shortcomings and limitations that the Department of Planning and Finance had raised, and at the same time believed in the solutions proposed by the unit, thereby meeting the expectations of the Ministry's leaders.
With the tasks set out in 2024, Minister Dang Quoc Khanh requested that the leadership and staff of the Department must unite and unify in carrying out the tasks. In professional work, in addition to having a firm grasp of expertise and profession, there must still be innovation in management, assignment, and division of tasks, with flexibility, harmony, and not being rigid but ensuring compliance with regulations.
In the tasks of synthesis and statistics, there is always effective coordination with units inside and outside the Ministry; proactively building a database on specialized work to serve both professional work and advising the Ministry's leaders.
Financial and accounting work must be flexible in coordination and foreign affairs to obtain resources to serve the development of the Ministry and the industry; In public investment management, it is necessary to proactively develop public investment plans, allocate resources, urge, inspect and advise the Ministry's leaders to ensure efficiency and quality; Regarding public asset management, proactively coordinate with ministries and units to review and inspect the current status of use, thereby implementing and providing guidance to serve the management and use of public assets of the Ministry.
In particular, the Minister requested to always focus on perfecting the personnel of the Department and its divisions to meet the requirements of assigned functions and tasks. Strengthen training in skills and professional expertise for staff; ensure policies for officials, civil servants and employees according to regulations.
