On July 28-29, the Ministry of Education and Training held a conference for provincial Departments of Education and Training in Quang Ninh province for the year 2025. According to the Ministry's report, Minister Nguyen Kim Son emphasized that education and training have never received as much attention as they do now. The education sector is being assigned many tasks, and is being placed with great expectations and responsibilities. As the country faces a breakthrough, the development of education and training is indispensable.

"Our challenge is not just to cope with hardship and poverty, but to address the challenges of development. Our mission is immense, and failing to develop would be a grave mistake," said Mr. Kim Son.
One of the important tasks mentioned by the head of the education sector is the implementation of Circular 29 on the management of extracurricular tutoring at all levels of education.
"Adjusting the issue of extra tutoring is about adjusting the mindset and approach to general education. If we can't do that, then educational reform will still be limited. And this shouldn't be done halfheartedly; it must be done regularly," the Minister specifically noted.
"Change Management"
Referring to the changes in leadership personnel of the Departments of Education and Training when reorganizing the administrative apparatus and operating the two-tiered local government, Minister Kim Son said: "At this time, it is necessary to do a good job of 'managing change'. If this is not done well, it will significantly affect the work that the education sector is currently implementing. We, as educators, are role models for the whole society. Therefore, in this context, we need to unite, share, and be sincere and genuine with each other."
Regarding the tasks that need to be started in the current context, Mr. Kim Son noted that the commune-level system is beginning a new model, serving as the operational foundation. Therefore, the team of civil servants managing state affairs related to education and training at the commune level needs support, attention, and care in the coming time.

Affirming that the new school year will see the implementation of many major policies on education and training, Minister Kim Son noted that during the implementation process, localities should strive to minimize confusion, and if there are any obstacles, they should work together to resolve them. He also expressed: "I am confident that this will be a busy but positive year filled with joy."
Referring to the upcoming drafting and implementation of four important laws (the Law on Teachers, the Law amending and supplementing certain articles of the Law on Education, the amended Law on Higher Education, and the amended Law on Vocational Education), Mr. Kim Son suggested that localities need to proactively understand and thoroughly grasp institutional issues in order to operate effectively.
Mr. Nguyen Kim Son also noted the implementation of newly issued and soon-to-be-issued resolutions on tuition fee exemption, universal preschool education for children aged 3 to 5 years old... Along with that, the first cycle of evaluating the implementation of the 2018 General Education Program will be carried out.
This includes emphasizing in-depth assessment and implementation of quality control measures, evaluation methods, the teaching staff, the implementation of two-session-per-day teaching, and attention to developing subjects that foster comprehensive competencies and qualities in students…
The Minister also noted the importance of ensuring educational equity. "Unequal investment in some public schools can also create inequality in education. Talented individuals need special investment, but fairness must be ensured," the Minister affirmed.
STEM education isn't about robots.
In implementing the general education program, the head of the education sector also emphasized the strengthening of STEM education.
"The enhancement of STEM education needs to be understood correctly and comprehensively. It's not about classrooms or robots, but about a method that uses knowledge to solve problems in learning and life."
"We must have this mindset and approach to education; otherwise, it will only be a waste of money and meaningless. That means giving children the opportunity to learn genuinely and persevering in that direction," Minister Nguyen Kim Son said.
