Speaking at the discussion session in the afternoon of May 23, the 7th session of the 15th National Assembly, Minister of Planning and Investment Nguyen Chi Dung said that he should not "beautify" the achieved socio-economic results, but should not be pessimistic either, but should focus on identifying major challenges to propose solutions in the second half of the year.

Identifying 3 major challenges
The socio-economic situation in the first months of the year has been highly appreciated by the international community. The World Economic Outlook Report of the International Monetary Fund (IMF) indicates that Vietnam is one of the developing countries predicted to have the highest growth rate until 2029.
However, assessing the general situation for the whole year 2024, Minister Nguyen Chi Dung pointed out three challenges, which are the problem of population aging is quite serious; climate change has a very strong impact from the Mekong Delta to the Northern, Central and Central Highlands regions; science, technology and innovation are still changing slowly, not yet a driving force to boost the economy.
“These are key issues and three challenges in both the short and long term, so we must focus on finding solutions to overcome them, ” the Minister emphasized.

In addition, the business sector is still facing many difficulties, the real estate market has not recovered as expected, the gold market has many complicated developments. In addition, the situation of high airfares has affected the tourism market.
According to Minister Nguyen Chi Dung, the cause comes from the general difficulties of the world. Meanwhile, Vietnam's economy is very open, dependent on exports and trade. On the other hand, the economy is in transition and restructuring, so there are internal difficulties and delays.
4 solutions
Regarding the tasks in the coming time, the Minister of Planning and Investment proposed 4 solutions. The first is to focus on the proposed solutions in the short term and consider the long term.
The second is to focus on promoting three driving forces (investment, consumption and export) as well as promoting new driving forces (economic transformation, especially digital economy, green economy, circular economy, etc.), in which Vietnam needs to focus on new industries with conditions for deeper participation, such as semiconductor chips.

Third is to promote human resource training and accelerate important public investment projects.
Fourth is the institutional issue, such as the possibility of applying the Land Law from July 1 (6 months earlier), to remove bottlenecks for the real estate market. In addition, improving the institution also means resolving current bottlenecks and obstacles, at the same time supplementing and synchronously adjusting a number of necessary laws, creating conditions for officials to dare to think and dare to do; further reforming administrative procedures, improving the investment environment more strongly, including promoting decentralization, eliminating asking and giving.
“I propose that we report to the Politburo on the policy, and report to the National Assembly and the Government to re-evaluate the specific policy mechanisms for some localities that have been issued and applied. If the policy is correct, accurate and effective, it should be replicated in other localities,” said Minister Nguyen Chi Dung.
In addition, Minister Nguyen Chi Dung emphasized the need to remove obstacles for projects, helping to unblock resources.
"We just need to quickly resolve the stuck projects. Once cleared, it will greatly boost the economy, creating confidence and new resources," said Minister Nguyen Chi Dung.
According to the Minister, the Government has allocated 13 ODA loan projects (not included in the list) for the Mekong Delta with a total amount of nearly 2.5 billion USD, or nearly 70,000 billion VND. This amount is equivalent to about 2/3 of the capital of the 3 national target programs being implemented, plus the increased portion in the medium-term plan to complete the entire coastal road.
"This is very important in overcoming drought and salinity, combating climate change, expanding economic space, national defense and security... ", said Minister Nguyen Chi Dung.
