On the afternoon of August 18, at the headquarters of the Ministry of Culture, Sports and Tourism, Member of the Party Central Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung - Head of the Drafting Committee to draft the Resolution of the Politburo on Revival and Development of Vietnamese Culture in the New Era chaired the second meeting of the Drafting Committee and Editorial Team.

Attending the meeting were Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh - Deputy Head of the Drafting Committee; Deputy Head of the Central Propaganda and Mass Mobilization Commission Tran Thanh Lam - Deputy Head of the Drafting Committee, along with members of the Drafting Committee and the Editorial Team to draft the Politburo's Resolution on Revival and Development of Vietnamese Culture in the New Era.
Speaking at the opening of the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung - Head of the Drafting Committee emphasized that since its establishment, our Party has always paid special attention to cultural issues, demonstrated through documents, Resolutions and the Party's viewpoints and guidelines on cultural development through each Party Congress.
Entering the new era, our Party continues to identify culture as a pillar, playing the role of soft power, regulating the sustainable development of the country. Therefore, the Politburo decided to build a Resolution on Revitalizing and Developing Vietnamese Culture in the New Era.
Minister of Culture, Sports and Tourism Nguyen Van Hung - Head of the Drafting Committee emphasized that the draft Resolution is for action, not academic purposes.
The Minister said that after receiving the Politburo's policy and being assigned the task, the Ministry of Culture, Sports and Tourism presided over and coordinated with relevant agencies to draft the Resolution.
The Draft Resolution was developed in the context that ministries and branches are showing great determination in carrying out the tasks assigned by the Party and the State, especially the peak of organizing activities to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). Therefore, the amount of work that needs to be implemented is huge. However, with the highest sense of responsibility, the Drafting Committee and the Editorial Team quickly started to build the draft and collect comments.
The first meeting of the Drafting Committee and Editorial Team to draft the Resolution of the Politburo on Revitalizing and Developing Vietnamese Culture in the New Era
The Drafting Committee and Editorial Team held their first meeting on August 13 and agreed on basic issues regarding the approach, structure, and provided directions for contributing ideas to the draft Resolution.
At today's meeting, the Minister requested members of the Drafting Committee and Editorial Team to continue to give specific comments to complete the draft Resolution.
Regarding the approach, according to the Minister, the Drafting Committee and the Editorial Team need to continue to re-study the entire system of Party documents on cultural issues, based on the 1943 Outline on Vietnamese Culture and Party resolutions for updating.
Through review, discover which viewpoints and tasks have been stated in the resolutions that need to be continued and inherited; which viewpoints and tasks have been mentioned in the resolutions but have not been implemented in the past to find the causes, discover bottlenecks and from there find solutions to remove them. Building a Resolution is action-oriented, not academic.
"We must choose which viewpoints need to be inherited, which viewpoints need to be supplemented and developed, and solutions to remove bottlenecks. At the same time, we must also develop new tasks to adapt to the new stage of the new era, to build a Resolution that truly revives and develops culture," the Minister emphasized.
Reporting at the meeting, Deputy Chief of the Office of the Ministry of Culture, Sports and Tourism Nguyen Thanh Son - Deputy Head of the Editorial Team for the drafting of the Resolution of the Politburo on Revival and Development of Vietnamese Culture in the New Era said that immediately after the first meeting, units under the Ministry of Culture, Sports and Tourism urgently reviewed, reported and evaluated and made proposals related to 3 topics according to the assigned plan including major, new and breakthrough issues to develop the draft Resolution.
At the same time, the Drafting Committee and Editorial Team have received comments from members; continued to complete the draft outline of the Project, develop the draft Resolution and draft Submission; develop explanations on the approach, identify bottlenecks, new and breakthrough issues to solve bottlenecks throughout the viewpoints, objectives, tasks and solutions of the draft.
Deputy Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Thanh Son reported at the meeting.
According to Mr. Nguyen Thanh Son, the draft Resolution includes an introduction; guiding viewpoints; objectives; tasks, solutions and implementation organization.
In particular, the guiding viewpoint includes 6 contents on building an advanced culture, imbued with national identity; reviving and developing Vietnamese culture in the new era requires harmonious handling of relationships; culture is the spiritual foundation of society, both the goal and the driving force, the pillar of development; proactively integrating internationally in culture, placing culture in the overall ecosystem; culture plays a central role in building the personality of Vietnamese people; cultural development is the cause of the whole people led by the Party and managed by the State.

In addition, the draft Resolution sets out 6 specific target groups by 2030, quantifying a number of targets and tasks to design appropriate solutions. The 8 groups of tasks and solutions clearly stated in the draft Resolution are innovation in thinking; focusing on building Vietnamese people; making breakthroughs in building and perfecting institutions; innovating cultural management methods; making breakthroughs in promoting cultural creativity and enjoyment; making breakthroughs in cultural exports; mobilizing and effectively using resources; focusing on scientific and technological innovation and digital transformation.
At the meeting, members of the Drafting Committee and Editorial Team continued to speak, contribute additional opinions and clarify issues raised in the draft Resolution on Revival and Development of Vietnamese Culture in the New Era.

Concluding the meeting, the Minister of Culture, Sports and Tourism thanked the members of the Drafting Committee and Editorial Team for their comments, and requested the standing agency to directly collect valid comments to add to the draft Resolution.
To continue perfecting the draft Resolution and meet the requirements set forth by the Politburo, the Minister requested members of the Drafting Committee and Editorial Team to demonstrate the highest responsibility in the process of drafting the draft. The Minister emphasized the need to shift awareness and approach from "slow but sure" to "fast but deep and accurate" to meet the requirements of the new context./.
