On the afternoon of October 13, at the press conference on the results of the first Congress of the Government Party Delegates, answering the question about continuing to arrange and streamline the staff and apparatus to improve efficiency in the next term, Minister of Home Affairs Pham Thi Thanh Tra said that the recent arrangement and streamlining of the apparatus was not simply an arrangement to streamline, but was truly a revolution in the organization of the apparatus since the founding of the country.
Restructuring to improve national governance
This revolution aims to create institutional space, socio -economic space and promote national and local governance according to a new development model with a strategic, long-term vision.
After three months of operation, the system has been running smoothly without interruption. Minister Tra said that in order to improve quality and efficiency after the reorganization, it is necessary to continue to perfect the institutional and policy system in all areas, thereby unlocking resources for comprehensive and inclusive development, on the basis of perfecting the law.
The human factor also plays a key role, especially the team of cadres, civil servants and public employees operating the administrative apparatus, especially in the two-level local government. It is necessary to focus on planning, restructuring job positions and improving the quality of this team.
Currently, the authorities are urgently completing the classification of administrative units, administrative unit standards and urban classification, as a basis for building functions, tasks and powers. This is also an important step to determine job positions and the number of necessary staff.
According to Ms. Tra, this work has only been temporarily guided at the administrative level. In the coming time, the process will be implemented more comprehensively, ensuring that the staff, civil servants and public employees are sufficient in quantity, have improved quality, have a reasonable structure, meet the operational requirements of the two-level government and the state administration, towards a transparent, modern and effective national and local governance model.
At the same time, decentralization, delegation of authority and assignment of authority are being promoted. Currently, there are about 900 tasks assigned to provincial authorities and nearly 900 tasks assigned to commune levels.
All of this content will continue to be reviewed for effective implementation by localities, ensuring the principle of "local decision, local action, local responsibility".
At the same time, decentralization must be linked to feasibility assessment. The Ministry of Justice and relevant agencies will coordinate closely to review, adjust and implement in accordance with reality.
Administrative reform, technology application
Another solution proposed by Ms. Tra is to strongly reform the administrative system. It is necessary to cut and simplify administrative procedures to better serve businesses and people, aiming at the goal of creating development and serving the people.
In the past, this work has been carried out very drastically, reducing about 30% of administrative procedures.
