Minister of Health: Salary and allowance increase to motivate frontline medical staff

Minister of Health Dao Hong Lan said that implementing special and outstanding preferential policies for medical staff directly working at commune-level health stations and preventive medical facilities is considered a boost, creating motivation for frontline medical staff.

The medical staff is always the center of the health care system. Talking about the medical sector means talking about dedicated, skilled and ethical people. The Party, the State and the Government have repeatedly affirmed that investing in health is investing in development. Therefore, Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On some breakthrough solutions, strengthening the protection, care and improvement of people's health" has many "breakthrough" solutions in human resource development, medical ethics and especially the remuneration policy for medical staff.

Three major groups of solutions in human resource development

According to Minister of Health Dao Hong Lan, in the coming time, the Ministry of Health will focus on three major groups of solutions.

Firstly , in terms of training and human resource development, we will focus on investing in developing a number of high-quality health training facilities at regional level, while expanding policies to support tuition fees and scholarships for medical students, especially those who commit to serving at the grassroots level, in difficult areas, on borders, and on islands. The viewpoint is to develop health human resources to ensure consistency in quantity, quality, and structure, especially human resources serving grassroots health care, preventive medicine, remote areas, difficult areas, on borders, and on islands.

Second , regarding the remuneration policy, to have the above human resources, creating an attractive policy so that medical staff can feel secure in staying with the company for a long time and wholeheartedly devoting themselves to their work is extremely important.

Therefore, Minister Dao Hong Lan said, there needs to be a strong and practical incentive and support policy for the team working in prevention and primary health care. The resolution has identified incentive policies commensurate with the view that medicine is a special profession that must be trained, employed and given special treatment.

Doctors, preventive medicine doctors, pharmacists are ranked from level 2 of the recruited professional title.

Implement special and outstanding preferential policies for medical staff directly working in the field at commune-level health stations and preventive medical facilities; increase the level of vocational preferential allowance to at least 70% for those who regularly and directly work in medical expertise at commune-level health stations and preventive medical facilities; 100% for those who regularly and directly work in medical expertise at commune-level health stations and preventive medical facilities in ethnic minority and mountainous areas, areas with difficult or especially difficult socio-economic conditions, border areas, islands, the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and a number of other special subjects in accordance with economic and social development conditions.

"This is really a boost, creating motivation for frontline medical staff," said the Minister.

The Ministry of Health will closely coordinate with ministries and branches to institutionalize these solutions for early implementation. Outstanding preferential policies in training and use will also help strongly attract and improve the quality of medical human resources at the grassroots level, creating conditions for medical staff to feel secure in their work and serve the people.

Third, regarding the practice environment and medical ethics, it is necessary to continue reviewing and perfecting regulations on professional ethics standards for medical staff; innovating and enhancing medical ethics education and legal knowledge in training in the health sector; regularly fostering and improving awareness of self-study, practice, and cultivation of medical ethics, codes of conduct, communication skills, and patient counseling.

Improve the working environment, ensure safety, reduce pressure on medical staff; innovate the way of managing the provision of medical services according to output quality, meeting the satisfaction of both patients and medical staff. Propaganda, launch a widespread emulation movement, build, commend, reward and replicate advanced models of medical ethics; enhance the sense of responsibility and labor discipline, resolutely rectify and overcome negative manifestations at medical facilities, strictly and promptly handle acts of abuse against medical staff.

"We will continue to coordinate with relevant agencies to prevent medical violence. From there, we will build a safe and humane working environment where medical staff are protected and respected. This is not only a spiritual encouragement, but also contributes to spreading trust in doctors in society," said Minister Dao Hong Lan.

Determined to comprehensively innovate the style, spirit and attitude of serving patients

The medical staff continues to promote the spirit of solidarity and collective intelligence, inheriting the traditional knowledge of traditional medicine, promoting the quintessence of modern medicine with a high sense of responsibility, striving to build a fair, modern, high-quality, effective, sustainable and deeply and widely integrated medical system, taking disease prevention as the top priority, determined to comprehensively innovate the style, spirit and attitude of serving patients, meeting the increasingly high and diverse health care needs of the people, worthy of the trust and honor of society.

People across the country will continue to accompany the health sector, raise awareness of disease prevention, maintain a healthy lifestyle, prevent risk factors affecting health, build a health culture in the whole society, proactively go for regular health check-ups, screen and detect diseases early, actively participate in health insurance to be financially protected in case of illness and enjoy the maximum benefits of the "free hospital fee" policy.

Resolution No. 72-NQ/TW was issued as a timely and correct direction to remove bottlenecks, unblock resources, and create a breakthrough development for the cause of protecting, caring for, and improving people's health in terms of institutions, financial mechanisms, human resources, grassroots health capacity, and self-sufficiency in supplying drugs and medical equipment...

With the special attention of the Party and State, the participation of the entire political system, the consensus and cooperation of all people, the Vietnamese health sector will have enough position and strength to contribute to realizing the aspiration of building a healthy Vietnam, making an important contribution to promoting the development of a rich, civilized and prosperous country in the new era.
