The seminar focused on consulting opinions to complete the draft Circular of the Minister of Justice guiding the implementation of the Prime Minister 's Decision regulating communes, wards, and special zones meeting legal access standards.
At the Seminar, delegates listened to Ms. Ngo Quynh Hoa, Deputy Director of the Department of Legal Education and Dissemination and Legal Aid - Ministry of Justice, report on the process of drafting the Circular of the Minister of Justice guiding the implementation of the Prime Minister's Decision on communes, wards and special zones meeting legal access standards. The draft Circular includes 6 Articles regulating the scope of regulation and subjects of application (Article 1); content and level of meeting legal access criteria and indicators (Article 2); forms for assessment and recognition of communes, wards and special zones meeting legal access standards (Article 3); responsibilities of agencies and organizations (Article 4); effective date (Article 5); implementation organization (Article 6).

These are important regulations, aiming to strengthen the responsibility of local authorities at all levels in organizing the implementation of functions and tasks to contribute to preserving socialist legal system, implementing human rights and civil rights according to the provisions of the Constitution and laws.
In addition, the Seminar focused on evaluating the implementation results of the content "Enhancing the effectiveness of legal dissemination and education, mediation at the grassroots level, resolving conciliation and conflicts in rural areas" under the National Target Program for New Rural Areas for the period 2021 - 2025 and the criterion of "access to law" in the National Criteria for New Rural Areas (NRAs) at all levels for the period 2021 - 2025; proposing the criterion of "access to law" in the National Criteria for New Rural Areas at all levels for the period 2026 - 2030. Speaking at the Seminar, Deputy Minister of Justice Nguyen Thanh Ngoc acknowledged that today's working session was very meaningful and achieved high results. The participants were full, especially the presence of grassroots officials (commune and ward levels), who are the subjects directly affected by the regulations. According to Deputy Minister Nguyen Thanh Ngoc, the draft Circular will focus on guiding the content and level of meeting the criteria and indicators for legal access; sample records and other relevant documents serving the assessment and recognition of communes meeting legal access standards; responsibilities of agencies, organizations and individuals related to the assessment and recognition of communes meeting legal access standards.
