The Ministry of Justice organized a seminar to contribute ideas to perfecting the institution on assessing and recognizing communes that meet legal access standards and propose legal access criteria in the National Criteria for New Rural Areas for the period 2026 - 2030.

On August 5, 2025, in Ho Chi Minh City, the Ministry of Justice organized a seminar on "Improving the institution on assessing and recognizing communes that meet legal access standards and proposing legal access criteria in the National Criteria for New Rural Areas for the period 2026 - 2030". Ms. Ngo Quynh Hoa, Deputy Director of the Department of Legal Education Dissemination and Legal Aid - Ministry of Justice reported on the process of drafting the Circular.

The seminar focused on consulting opinions to complete the draft Circular of the Minister of Justice guiding the implementation of the Prime Minister 's Decision regulating communes, wards, and special zones meeting legal access standards.

At the Seminar, delegates listened to Ms. Ngo Quynh Hoa, Deputy Director of the Department of Legal Education and Dissemination and Legal Aid - Ministry of Justice, report on the process of drafting the Circular of the Minister of Justice guiding the implementation of the Prime Minister's Decision on communes, wards and special zones meeting legal access standards. The draft Circular includes 6 Articles regulating the scope of regulation and subjects of application (Article 1); content and level of meeting legal access criteria and indicators (Article 2); forms for assessment and recognition of communes, wards and special zones meeting legal access standards (Article 3); responsibilities of agencies and organizations (Article 4); effective date (Article 5); implementation organization (Article 6).

These are important regulations, aiming to strengthen the responsibility of local authorities at all levels in organizing the implementation of functions and tasks to contribute to preserving socialist legal system, implementing human rights and civil rights according to the provisions of the Constitution and laws.

In addition, the Seminar focused on evaluating the implementation results of the content "Enhancing the effectiveness of legal dissemination and education, mediation at the grassroots level, resolving conciliation and conflicts in rural areas" under the National Target Program for New Rural Areas for the period 2021 - 2025 and the criterion of "access to law" in the National Criteria for New Rural Areas (NRAs) at all levels for the period 2021 - 2025; proposing the criterion of "access to law" in the National Criteria for New Rural Areas at all levels for the period 2026 - 2030. At the Seminar, many presentations and opinions were exchanged from localities such as the Department of Justice of Tay Ninh, Ca Mau, Can Tho, Dong Nai, Ho Chi Minh City... contributing to perfecting the institution on assessing and recognizing communes that meet legal access standards and proposing legal access criteria in the National Criteria for New Rural Areas for the period 2026 - 2030.

In particular, the criterion of "Access to law" is increasingly demanding, especially in terms of quality and effectiveness of legal dissemination, education, grassroots mediation and legal aid. The Ministry of Justice should consider that when issuing the Circular, there should be guidance on the content and level of achievement of the criteria and indicators of legal access stipulated in the Prime Minister's Decision on communes meeting legal access standards; forms for assessment and recognition of communes meeting legal access standards... In particular, regulations on scores and levels of achievement of criteria and indicators of legal access according to a scale to classify implementation results: good, fair, average...

The representative of Tay Ninh province proposed: "Building a culture of law compliance, respecting the Constitution and laws; closely linking law making and enforcement at the local level" to assess the level of task completion of commune-level authorities in building the National Target Program on New Rural Areas for the period 2026-2030; requesting the Ministry of Justice to pay attention to guiding localities to digitize the assessment process, and at the same time research and develop supporting software to shorten the implementation time, reduce pressure on localities in organizing assessment, recognizing localities that meet legal access standards, contributing to ensuring feasibility in implementing the above regulations;...

The representative of the Department of Justice of Dong Nai province proposed to strengthen inspection, supervision and evaluation, establish clear and transparent procedures and time for evaluating legal access. Speaking at the Seminar, Deputy Minister of Justice Nguyen Thanh Ngoc acknowledged that today's working session was very meaningful and achieved high results. The participants were full, especially the presence of grassroots officials (commune and ward levels), who are the subjects directly affected by the regulations. According to Deputy Minister Nguyen Thanh Ngoc, the draft Circular will focus on guiding the content and level of meeting the criteria and indicators for legal access; sample records and other relevant documents serving the assessment and recognition of communes meeting legal access standards; responsibilities of agencies, organizations and individuals related to the assessment and recognition of communes meeting legal access standards.
