Tay Ninh Department of Justice: Training and guidance on implementing the two-level government model for some judicial fields

In order to promptly deploy legal documents related to judicial work; promptly guide and resolve difficulties, problems and recommendations and proposals of localities, ensuring that judicial work at the local level is unified, continuous, smooth, uninterrupted and effective when organizing a two-level local government model.

Chairing the Conference at the province's online bridge, Ms. Phan Thi My Dung - Provincial Party Committee Member - Director of the Department of Justice, also attended the Conference with Deputy Directors of the Department.

On September 5, 2025, the Department of Justice of Tay Ninh organized an online conference to train and guide the implementation of the two-level government model for a number of judicial fields. Chairing the conference at the online bridge of the province, Ms. Phan Thi My Dung - Member of the Provincial Party Committee - Director of the Department of Justice, also attended the conference were Deputy Directors of the Department; representatives of the Provincial People's Committee Office, Department of Home Affairs, Department of Science and Technology; representatives of leaders and civil servants assigned to advise on the implementation of professional tasks of the Department's professional divisions.

Online bridge points at communes and wards (96 communes and wards): Chair: representative of the People's Committee of the commune and ward. Attending delegates: representative of the leaders and civil servants of the People's Committee of the commune and ward assigned to perform professional tasks related to the judicial field.

At the Conference, delegates listened to representatives of the Department's specialized departments providing professional guidance in the following areas:

Development of legal documents: Implement the plan of the Provincial People's Committee to implement the Law on Amendments and Supplements to a Number of Articles of the Law on Promulgation of Legal Documents and the Decree guiding its implementation. Guide the process of developing and promulgating legal documents of the People's Council and People's Committee at the commune level, including: Process of developing and promulgating legal documents of the People's Council at the commune level; Process of developing and promulgating legal documents of the People's Committee at the commune level.

Dissemination and education of law,   grassroots mediation, legal access standards, law enforcement organization: Legal dissemination and education work, grassroots mediation, legal access standards, law enforcement monitoring.

Civil status and certification work: Delimitation of authority in the field of civil status and certification according to Decree No. 120/2025/ND-CP dated June 11, 2025 of the Government on the delimitation of authority of two-level local authorities in the field of state management of the Ministry of Justice . Professional guidance in performing civil status and certification work at the commune level.

Handling of administrative violations: Some new points of the Law on Handling of Administrative Violations (Law No. 88/2025/QH15); Decree No. 189/2025/ND-CP; Decree No. 190/2025/ND-CP and 02 forms: Minutes of administrative violations and Minutes of verification.

Exchange and grasp difficulties and problems in judicial work at the commune level; guide or make recommendations and advise competent authorities to resolve them during the operation of two-level local government.

Speaking at the Conference, Ms. Phan Thi My Dung - Provincial Party Committee Member - Director of the Department of Justice requested that communes and wards continue to inform about difficulties and problems in the implementation process to the Department of Justice for synthesis and timely guidance.

Through the training conference, we aim to continue updating knowledge and skills for civil servants and public employees in charge of professional and technical work of the People's Committees of communes and wards, contributing to improving the quality of advisory work in the judicial field;...
