Improve the effectiveness of cooperation and linkage between localities, regions, and sectors, develop and implement tourism stimulus programs to attract both domestic and international tourists. Coordinate with relevant units of the Ministry of Construction and relevant agencies and localities to strengthen the direction of domestic and international traffic connections, report to the Minister to submit to the Prime Minister the implementation results before June 2025.

Encourage the Department of Performing Arts, the Department of Cinema, the Department of Fine Arts, Photography and Exhibitions, the Department of Cultural Heritage, the Department of Cultures of Vietnamese Ethnic Groups, the Department of Sports and Physical Training of Vietnam to organize and host special cultural and artistic events, national and international sports events associated with the entertainment industry, activities to promote cultural heritage, ethnic cultures, the image of the country and Vietnamese people to attract domestic and foreign tourists. Promote and attract international film crews to Vietnam to film films that have the potential to create a high ripple effect around the world, contributing to promoting Vietnamese tourism.

The Department of Performing Arts is responsible for directing theaters and museums to promote socialization, focus resources on building attractive performance programs to attract tourists; diversify and professionalize products and services, and apply modern technology to improve the quality of tourists' art and sightseeing experiences.

The Press Department, the Department of Radio, Television and Electronic Information, the Department of Grassroots Information and External Information and the Center for Digital Transformation of Culture, Sports and Tourism coordinate with relevant agencies to direct and orient news agencies, newspapers and media to strengthen information, communication, tourism promotion, tourism development stimulus programs; accelerate digital transformation and green transformation in tourism development.

The Department of Planning and Finance, in coordination with the Vietnam National Administration of Tourism, continues to research and propose policies and mechanisms to attract investment in developing tourism infrastructure and technical facilities, forming complex tourism service areas, national tourism areas, large-scale tourism service projects, high-quality shopping and entertainment centers in key tourist areas; investing in developing green and responsible tourism.

The Tourism Development Support Fund is assigned to develop plans, allocate funds, organize and implement tourism promotion activities and support tourism development activities; combine effective use of State resources and mobilize social resources in tourism promotion and advertising activities.
