Ministry of Construction reports on Long Thanh airport exploitation plan

Implementing the direction of Prime Minister Pham Minh Chinh in Document No. 8796/VPCP-CN dated September 17, 2025, the Ministry of Construction has just reported on the exploitation plan of Tan Son Nhat International Airport (Tan Son Nhat International Airport) and Long Thanh International Airport (Long Thanh International Airport) phase 1.

This agency stated that the feasibility study report on the Long Thanh International Airport Construction Investment Project Phase 1 (Project) approved by the Prime Minister in Decision No. 1777/QD-TTg dated November 11, 2020 has determined the exploitation plan of Tan Son Nhat International Airport and Long Thanh International Airport according to the model of a pair of international airports operating simultaneously, the State proactively coordinates and determines the ratio of international - domestic exploitation at each port in each period.

Long Thanh Airport will handle 80% of international flights from 2026.

According to this plan, Long Thanh International Airport will operate 80% of international flights and 10% of domestic flights, Tan Son Nhat International Airport will operate 20% of international flights and 90% of domestic flights.

Specifically, with Long Thanh International Airport, the international flight exploitation plan will apply to all international flights from 1,000km and above; Other flights will be selected by airlines. The domestic flight exploitation plan will be selected by Vietnamese airlines.

Long Thanh International Airport is expected to handle 10-12% of the output on the Hanoi /Da Nang - Ho Chi Minh City route of Vietnamese airlines.

For Tan Son Nhat International Airport, the international flight exploitation plan will be applied to all international flights under 1,000 km (Tan Son Nhat International Airport plans to exploit markets between Ho Chi Minh City and Thailand, Cambodia and Laos with a proportion of 15-17% of total international exploitation to Ho Chi Minh City area). The domestic exploitation plan will be according to the choice of Vietnamese airlines.

With the above exploitation division, Long Thanh International Airport will operate 80% of international flights and 10% of domestic flights, Tan Son Nhat International Airport will operate 20% of international flights and 90% of domestic flights. The State will proactively coordinate and divide the ratio of international and domestic exploitation at each port in each period; the division criteria will be reviewed after the first 5 years of actual exploitation.

Perspective of Long Thanh airport when put into use

Preparing a good exploitation plan is an important task.

To meet the task requirements, ensure quality operation and exploitation, and promote the goals and tasks of the Project, the Prime Minister assigned the Ministry of Construction (formerly the Ministry of Transport) to establish a Working Group to prepare for the exploitation of Long Thanh International Airport.

In the past time, Vietnam Airports Corporation (ACV) has proactively selected international consultants, Incheon Airport Joint Venture (IAC Consultants), to develop a management and operation plan to ensure the objectives and promote the effectiveness of the Project investment. IAC Consultants have developed a set of Operational Concepts (CONOPS) documents, developed a Master Plan to put Long Thanh International Airport into operation, including a detailed study on the plan to divide the operations between Tan Son Nhat International Airport and Long Thanh International Airport.

IAC consultants have studied 2 options and recommended that ACV report to the Steering Committee to study and select the option of transferring all regular international flights from Tan Son Nhat International Airport to Long Thanh International Airport to ensure convenience in organization, management, exploitation, optimization of resources, ensuring the long-term goal of developing Long Thanh International Airport to become a regional transit airport, competing with major airports in the world.

Based on ACV's recommendations, the Ministry of Construction has directed the Civil Aviation Authority of Vietnam and ACV to research, evaluate, and refer to the actual organization and operation of airport pairs (Government's goals, organization, management and operation plans, infrastructure capacity, services, trade, conversion roadmap, etc.).

As a result, the Civil Aviation Authority of Vietnam and ACV have agreed to report to the Ministry of Construction on the plan to divide the exploitation between Tan Son Nhat International Airport and Long Thanh International Airport in accordance with the approved objectives of the Project. At the same time, a detailed roadmap for the transfer of exploitation is determined to ensure the effective promotion of investment and the approved investment objectives of the Project.

The Ministry of Construction stated: The Long Thanh International Airport construction investment project is a national key project, with many complex investment complexes, and is currently being urgently accelerated by investors to soon put the project into operation as required.

Therefore, good preparation for the exploitation of Long Thanh International Airport is an important step to ensure readiness for safe and effective transfer from the investment phase to the exploitation phase right from the first days of opening the airport, including the effective organization of exploitation between Tan Son Nhat International Airport and Long Thanh International Airport, especially the exploitation transfer roadmap to ensure effective investment, in line with the investment objectives of the Project.

"The Ministry of Construction will continue to organize assessments, proactively coordinate and determine the appropriate international-domestic exploitation ratio at each airport in each period to effectively organize the exploitation of Long Thanh International Airport and Tan Son Nhat International Airport during the operation process," the document stated.
