Civil enforcement in 2025: Exceeding the National Assembly's target in both work and money

(Chinhphu.vn) - In 2025, with a sudden increase in workload, many unprecedentedly complicated major cases while human resources are seriously lacking, but with strong determination and close and resolute direction from the Ministry of Justice, the work of enforcing civil judgments has overcome all obstacles, completed and exceeded the targets and tasks assigned by the National Assembly.

Results exceeded targets in a challenging context

According to information from the Civil Judgment Enforcement Management Department (JUDG), Ministry of Justice , in 2025, the task targets assigned by the National Assembly are 83.90% in terms of work; 51.90% in terms of money. Up to now, the results of implementing the task targets have exceeded the targets assigned by the National Assembly in terms of both work and money, specifically: completing more than 577 thousand tasks, exceeding 0.35% of the assigned target; completing more than 150 thousand billion, exceeding 4.23% of the assigned target.

This is a very remarkable result for the Judicial sector, especially in the context of this year's tasks taking place with particularly high work pressure. The number of cases handled this year regarding work and money increased compared to 2024, in addition, many "major cases" of unprecedented scale arose, typically the case of Truong My Lan and her accomplices with more than 43,000 victims, the enforcement value of more than 50,000 billion VND and thousands of real estates to be handled nationwide. Not to mention, the operation of the newly implemented two-level local government model requires the re-establishment of a coordination mechanism, while nearly 1,000 Enforcement Officers have been granted leave under Decree No. 178/2024/ND-CP, causing a serious shortage of human resources.

"In the above difficult context, the completion of the set targets beyond expectation further demonstrates the outstanding efforts of the civil judgment enforcement system nationwide. This achievement not only means the excellent completion of the assigned political tasks, but also contributes to the effective recovery of assets for the State and the people, strengthening the belief in the strictness of the law," affirmed Director of the Civil Judgment Enforcement Management Department Nguyen Thang Loi.

Resolute direction and synchronous solutions create new momentum

The outstanding results that the THADS system achieved in 2025 were achieved thanks to the close, drastic and effective direction of the Ministry of Justice, and the determination and high consensus of the entire system in synchronously implementing many breakthrough solutions.

Faced with the need for innovation from the implementation of the new organizational model, the Ministry of Justice has promptly improved the organization, appointed leaders at 34 provincial and municipal THADS, and at the same time resolved the regime and policies for redundant civil servants and workers, ensuring the stability of the apparatus and maintaining the spirit of civil servants and public employees.

Civil judgment enforcement work has overcome all obstacles, completed and exceeded the targets and tasks assigned by the National Assembly .

Along with that, the THADS Management Department has proactively strengthened the direction, operation, and close monitoring of the system-wide indicators on a daily basis; established working groups to directly support localities; organized online conferences to remove difficulties, and at the same time compiled and published the electronic version of the "Guidebook for implementing the model of a one-level civil judgment enforcement agency at the local level". From there, local THADS agencies promoted the spirit of solidarity, proactively advised the Party Committee, the government and relevant departments and branches, creating a new, stronger momentum in organizing and implementing tasks, contributing to the excellent completion of assigned targets.

Notably, the operation of the one-level Civil Judgment Enforcement agency model, eliminating the intermediate stage, has helped the local Civil Judgment Enforcement agency apparatus to be streamlined, centralized management, restructure human resources, and focus on the team of Enforcement Officers, Examiners, Secretaries and Regional Civil Judgment Enforcement Offices to mainly perform professional work and enforcement organization tasks. Thanks to that, the effectiveness of direction has been significantly improved, the processing procedure has been shortened, and control activities have become unified and transparent, contributing to overcoming previous limitations and preventing negativity.

Along with organizational innovation, the entire THADS system has also promoted digital transformation, deploying a series of information technology application solutions such as electronic receipt systems, software to support decision-making on execution of judgments, document processing via the interconnection axis, notification via VNeID, increased use of digital signatures, etc. These solutions have improved management and operation efficiency, shortened work processing time, and narrowed the gap between units and localities. More importantly, thanks to synchronous efforts, the organization of judgment execution has been ensured smoothly, contributing to the completion and surpassing of targets and tasks assigned by the National Assembly, affirming the determination to innovate and improve the efficiency of the entire THADS system.

Difficulties ahead and key solutions required for 2026

Over the past decade, the workload of THADS has increased at a dizzying pace. Compared to 2015, by 2025, the number of cases to be executed increased by more than 33.36%, the amount of money to be executed increased by 476.79%, while the entire system reduced nearly 1,400 positions. On average, each enforcement officer has to handle 123 cases with more than 84.79 billion VND per year, many times more than before. Notably, in just the two months of July and August 2025, the Ministry of Justice has resolved the leave regime for nearly 1,000 enforcement officers. As a result, by the end of September 2025, each enforcement officer has to handle an average of 342 cases, equivalent to 235.4 billion VND.

This heavy workload shows that if we do not promptly supplement human resources, especially the Enforcement team, and strongly innovate management and operation methods, completing the targets and tasks for 2026 will be an extremely big challenge.

Along with the pressure from the workload, the initial phase of operating the new organizational model also poses many difficulties: Facilities do not meet the requirements of digital transformation, management software is still in the completion stage, while the workload is expected to continue to increase.

Faced with that situation, Minister of Justice Nguyen Hai Ninh said that the Ministry has clearly implemented the following action directions: Urgently stabilize the organization, fully consolidate leadership and management positions; resolutely deploy tasks from the first days of 2026, not allowing the idea of ​​"taking a break" to occur after the end of the working year 2025; organize recruitment of civil servants and examinations for enforcement officers to supplement high-quality human resources; at the same time, promote the application of information technology, promote comprehensive digital transformation of enforcement activities.

Along with that is the improvement of institutions, focusing on building the Law on Civil Judgment Enforcement (amended) to submit to the National Assembly at the 10th Session, 15th term with many innovations in processes and procedures, shortening time, reducing costs of organizing judgment enforcement, especially promoting the implementation of the policy of socializing civil judgment enforcement activities with expanded regulations on the scope, tasks and authority of Bailiffs and Executors, which is expected to reduce the burden on civil judgment enforcement agencies, while providing more effective legal tools for people and businesses to have more choices when requesting civil judgment enforcement. This is one of the key solutions to improve the effectiveness of civil judgment enforcement work, ensuring transparency, in line with international trends and experiences and meeting practical requirements in the new period.
