This is a sacred and proud milestone for those who are directly carrying out the mission of "protecting the law, maintaining order, and serving the people."
Civil judgment enforcement is an activity organized and implemented by the State, representing the final stage of the litigation process. It holds a crucial position and significance in protecting the integrity of the law, safeguarding the legitimate rights and interests of individuals and organizations, upholding justice, and building a society of order, discipline, and stability.
Seventy-nine years ago, on July 19, 1946, President Ho Chi Minh signed Decree No. 130/SL on the organization of courts and enforcement agencies. This is considered a milestone marking the beginning of the formation and development of Vietnam's civil judgment enforcement system—an important institution in the national justice system.
To acknowledge the contributions of the Civil Judgment Enforcement sector in the cause of national construction and defense, on March 5, 2013, the Prime Minister signed Decision No. 397/QD-TTg, recognizing July 19th as the annual Traditional Day of Civil Judgment Enforcement.
Throughout its development and growth, the civil judgment enforcement system has been gradually strengthened and developed. In particular, in June 2025, based on the Party's policy of continuing to innovate and streamline the political system's organizational structure to ensure efficiency and effectiveness, coupled with downsizing the workforce and improving the quality of personnel, the Ministry of Justice 's "Project to continue streamlining and reorganizing the civil judgment enforcement system to ensure effective and efficient operation" was officially approved by the Politburo and the Secretariat of the Central Committee.
Accordingly, the General Department of Civil Judgment Enforcement was reorganized into the Department of Civil Judgment Enforcement Management under the Ministry of Justice. The 63 provincial Civil Judgment Enforcement Departments and 693 district Civil Judgment Enforcement Sub-departments were reorganized into 34 provincial-level Civil Judgment Enforcement agencies with 355 regional Civil Judgment Enforcement Offices.
This is an unprecedented breakthrough in the industry's history, marking a significant transformation in organization, personnel, and operational methods, aiming for a lean, professional, and comprehensively modernized system.

Overcoming numerous difficulties and challenges with the continuous efforts of all civil servants and employees in the civil judgment enforcement system, the results of civil judgment enforcement and administrative work in recent years have continuously improved, exceeding the targets set by the National Assembly and the Government, with each year surpassing the previous one. Compared to the time when civil judgment enforcement was transferred to the Government's management (1993), the number of completed cases has increased by more than 10.57 times in 2023.
In 2024, the entire civil judgment enforcement system achieved many remarkable results: Total number of cases to be enforced: 1,021,783 cases, an increase of 10.79% compared to 2023; Total amount of money to be enforced: over 494,893 billion VND, an increase of 2738%.
Completed: 620,657 cases (83.88%) and over 116,531 billion VND (51.84%). Exceeded the General Department's targets for both cases and money.
In the first nine months of 2025, over 431,484 cases were successfully enforced, with a total value of nearly 108,128 billion VND. Although the number of cases decreased compared to the same period in 2024 (3.26%), the amount of money recovered increased significantly compared to the same period in 2024 (up 3.71%).
The concrete results achieved by the Civil Judgment Enforcement System over the years have freed up and unlocked tens, even hundreds of trillions of dong, practically serving the socio-economic development of the country and each locality; worthy of the trust of the Party and the State, and excellently fulfilling all assigned responsibilities.
Having worked in the field of enforcement, Comrade Nguyen Quang Thai, Deputy Secretary of the Party Committee of the Ministry of Justice, shared that among the internal affairs agencies, the job of enforcement is the most arduous and difficult, yet it is also the easiest to approach and empathize with because enforcement officers understand that when people come to government agencies to express their wishes, they are usually carrying feelings of frustration, dissatisfaction, are easily emotional, easily irritated, and long to be listened to and understood.
The enforcement of judgments is also a profession that brings peace to society; therefore, Comrade Nguyen Quang Thai believes that the Department of Enforcement of Judgments Management needs to promote the dissemination of exemplary enforcement officers and poignant stories from the enforcement profession, thereby building an image of a modern and people-oriented enforcement sector…

Speaking at the meeting, Comrade Nguyen Thang Loi, Director of the Civil Judgment Enforcement Department, expressed his deep gratitude to the generations of leaders and former leaders throughout the years, who have dedicated much effort to creating the identity, traditions, and spirit of the Civil Judgment Enforcement sector.
"Since joining the Civil Judgment Enforcement Department, I have witnessed many colleagues devoting themselves to the profession, working late into the night, yet always remaining cheerful, close-knit, and sharing their work with each other. This shows that colleagues in the Civil Judgment Enforcement system always dedicate themselves wholeheartedly to the Civil Judgment Enforcement sector," the Director of the Civil Judgment Enforcement Management Department noted.
Looking ahead, despite the many challenges, with determination and dedication to their profession, all officials, civil servants, and employees in the sector need to continue to uphold the tradition of unity, courage, and intelligence; proactively innovate, dare to think, dare to act, and dare to take responsibility; and work together to develop the civil judgment enforcement sector to meet the demands of the new era.
"I hope that all comrades in the entire civil judgment enforcement system will continue to unite, overcome all difficulties together, and be ready to endure even more hardships to build a strong, successful civil judgment enforcement system and to excellently fulfill the assigned tasks," Comrade Nguyen Thang Loi emphasized.
On this occasion, the Enforcement Department awarded Certificates of Commendation to 17 collectives and 140 individuals within the Enforcement system for their outstanding achievements in the intensive emulation campaign to celebrate the 79th anniversary of the Enforcement Department's Traditional Day.
