This is a sacred and proud milestone for those who are directly carrying out the mission of "protecting the law, maintaining discipline, and serving the people".
Civil judgment enforcement (CJE) is an activity organized and implemented by the State, the final stage of the litigation process, and has an important position and significance in protecting the strictness of the law, protecting the rights and legitimate interests of individuals and organizations, enforcing justice, and building a society of order, discipline, and stability.
79 years ago, on July 19, 1946, President Ho Chi Minh signed Decree No. 130/SL on the organization of Courts and Enforcement Agencies. This is considered the starting milestone in the formation and development of the Vietnamese THADS system - an important institution in the national judiciary.
To recognize the contributions and contributions of the THADS sector in the cause of national construction and defense, on March 5, 2013, the Prime Minister signed Decision No. 397/QD-TTg, recognizing July 19 every year as the THADS Traditional Day.
During the process of construction and development, over many periods, the THADS system has been gradually consolidated and developed. In particular, in June 2025, based on the Party's policy of continuing to innovate and reorganize the political system to be streamlined, effective and efficient, associated with streamlining the payroll and improving the quality of cadres, the Project "Continuing to reorganize and streamline the THADS system to ensure effective and efficient operations" of the Ministry of Justice was officially approved by the Politburo and the Secretariat.
Accordingly, the General Department of Civil Judgment Enforcement has been reorganized into the Department of Civil Judgment Enforcement Management under the Ministry of Justice. 63 provincial Civil Judgment Enforcement Departments and 693 district Civil Judgment Enforcement Sub-Departments have been reorganized into 34 provincial Civil Judgment Enforcement Departments with 355 regional Civil Judgment Enforcement Divisions.
This is an unprecedented breakthrough in the history of the industry, marking a strong innovation in both organization, personnel and operating methods, aiming for streamlining, professionalism and comprehensive modernization.

Overcoming many difficulties and challenges with the efforts and continuous efforts of all civil servants and employees of the THADS system, the results of THADS and administrative work in recent years have continuously improved, exceeding the targets assigned by the National Assembly and the Government, each year always higher than the previous year. Compared to the time when THADS work was transferred to the Government for management (in 1993) to 2023, the number of completed tasks increased by more than 10.57 times.
In 2024, the entire THADS system achieved many remarkable results: Total number of cases to be executed: 1,021,783 cases, an increase of 10.79% compared to 2023; Total amount to be executed: more than 494,893 billion VND, an increase of 2738%;
Completed: 620,657 jobs (83.88%) and more than 116,531 billion VND (51.84%). Exceeded the General Department's target in both work and money.
In the first 9 months of 2025, more than 431,484 jobs were completed, with an execution value of nearly VND 108,128 billion. Although the job rate decreased compared to the same period in 2024 (3.26%), the deposit rate increased compared to the same period in 2024 (up 3.71%).
The specific results achieved by the THADS System over the past years have liberated and cleared tens, even hundreds of thousands of billions of VND, practically serving the socio-economic development of the country and each locality; worthy of the trust of the Party and State, excellently fulfilling all assigned responsibilities.
Having worked as an enforcement officer, comrade Nguyen Quang Thai, Deputy Secretary of the Party Committee of the Ministry of Justice, shared that among the internal affairs agencies, the enforcement profession is the most difficult and arduous, but it is also the most approachable and easy to share because enforcement officers understand that every time people come to a public agency to present their wishes, it is often when they are carrying frustrations, unsatisfied psychology, easily moved, easily irritated and want to be listened to and shared.
The THADS profession is also a profession that brings peace to society, therefore, comrade Nguyen Quang Thai said that the THADS Management Department needs to promote the dissemination of good examples of enforcement officers, haunting stories in the THA profession, thereby creating an image of a modern THADS profession, close to the people...

Speaking at the meeting, comrade Nguyen Thang Loi, Director of the THADS Management Department, expressed his deep gratitude to generations of leaders and former leaders through the periods, who have devoted much effort to creating the identity, tradition and spirit of the THADS sector.
"Since joining the THADS family, I have witnessed many comrades struggling with their jobs, working late at night but always being happy, attached, and sharing work with each other. This shows that comrades in the THADS system always dedicate themselves to the THADS industry," the Director of the THADS Management Department noted.
In the coming time, although the work still has many difficulties, with determination and love for the profession, all cadres, civil servants, public employees and workers in the industry need to continue to promote the tradition of solidarity, courage and intelligence; proactively innovate, dare to think, dare to do, dare to take responsibility; join hands and unite, bringing the THADS industry to develop to the level of its tasks in the new era.
"I hope that comrades in the entire THADS system will continue to unite, overcome all difficulties together, and be willing to work harder to build a THADS system that develops strongly, is successful, and completes assigned tasks even more excellently," emphasized comrade Nguyen Thang Loi.
On this occasion, the THADS Management Department awarded Certificates of Merit to 17 collectives and 140 individuals in the THADS system with outstanding achievements in the peak emulation movement to celebrate the 79th anniversary of THADS Traditional Day.
