After two days of work, the 23rd Congress of the Ho Chi Minh Communist Youth Union of the Ministry of Public Security , for the term 2025-2030, has completed all the planned agenda items.

At the solemn session on the afternoon of December 16th, Comrade Lieutenant General Tran Quoc To, Member of the Central Committee of the Party, Deputy Secretary of the Party Committee of the Central Public Security Ministry, and Deputy Minister of Public Security; Comrade Bui Quang Huy, Alternate Member of the Central Committee of the Party, and First Secretary of the Central Executive Committee of the Youth Union; along with 300 outstanding delegates representing 51,000 Youth Union members and young people under the Ministry of Public Security, were in attendance.

In his opening remarks at the solemn session of the Congress, Lieutenant Colonel Dong Duc Vu, Head of the Youth Committee of the People's Public Security, stated: The vast majority of youth union members inherit and uphold the glorious traditions of the People's Public Security force; they are ready to endure hardships and make sacrifices to fulfill their assigned tasks, actively contributing with the entire force to successfully complete the task of protecting national security and ensuring social order and safety.

Many vibrant emulation movements, with the focus on the "Three Best: Most Disciplined - Most Loyal - Closest to the People" emulation movement, were widely organized; many youth projects and activities were implemented, along with political activities, cultural and artistic events, and sports activities that attracted a large number of youth union members.

In his address to the Congress, Deputy Minister Tran Quoc To affirmed: The Central Party Committee of Public Security and the leadership of the Ministry of Public Security have identified strengthening guidance and improving the effectiveness of youth work within the People's Public Security as an important task and a responsibility of Party committees, leaders, and commanders at all levels of the Public Security, and directly the responsibility of the head of the Party committee and the head of the unit.

However, each youth union member and youth union organization within the police force needs to deeply understand their position, role, and mission, thereby continuing to enhance their responsibility, constantly striving, studying, cultivating revolutionary ethics, innovating thinking, improving knowledge, taking the lead, and aspiring to make contributions to the cause of ensuring security and order, building and protecting the Fatherland.

General Tran Quoc To requested that the emulation movement activities of the Youth Union must be closely linked to the assigned political tasks, in particular the "Three Best: Most Disciplined - Most Loyal - Closest to the People" emulation movement, linked to the implementation of Resolution No. 12 of the Politburo on promoting the building of a truly clean, strong, regular, elite, and modern force, meeting the requirements and tasks in the new situation.

At the same time, Lieutenant General Tran Quoc To urged young police officers to promote the spirit of volunteerism and social responsibility in addressing social welfare issues and building the "All People Protect National Security" movement. He also called for them to leverage their pioneering, creative, and groundbreaking spirit in developing science and technology, innovation, and digital transformation to serve police work; enhance their integration capabilities and ability to work in an international environment; and be ready to excellently fulfill United Nations peacekeeping missions.

Speaking at the Congress, Comrade Bui Quang Huy urged all levels and organizations of the Youth Union within the People's Public Security to uphold their pioneering and creative spirit; maintain and remain steadfast in their political stance; continue to further demonstrate their leading role in protecting the Party's ideological foundation; and be ready to undertake difficult and new tasks.

At the Congress, the Central Committee of the Vietnam Youth Union announced and presented the decision appointing the 23rd term of the People's Public Security Youth Committee, for the 2025-2030 term, consisting of 23 members. Among them, Lieutenant Colonel Dong Duc Vu was appointed Head of the 23rd term of the People's Public Security Youth Committee.
