On the morning of December 17, the Central Steering Committee on Institutional and Legal Improvement (the Steering Committee) held its second meeting, chaired by General Secretary To Lam (Head of the Steering Committee).
Reduce the number of legal documents.
Regarding the group of issues related to evaluating the work in 2025 and the tasks for 2026, the General Secretary requested a review and immediate institutionalization of the major viewpoints and policies in the documents of the 14th National Congress; and the urgent completion of the laws and normative resolutions recently passed by the 10th Session of the 15th National Assembly , without delaying the issuance of guiding documents.
Party leaders also emphasized the task of focusing on quickly resolving legal "bottlenecks," difficulties, and obstacles, so as not to hinder development.

Regarding the project "Improving the structure of Vietnam's legal system to meet the requirements of national development in the new era," the General Secretary noted the need to reduce the number of legal normative documents. The principle emphasized by the General Secretary is that each agency should only issue one type of legal normative document, contributing to building a streamlined, transparent, and easily accessible legal system.
Regarding the report on major policies aimed at mobilizing and unlocking financial resources for economic development, General Secretary To Lam requested that the Party Committee and the Government direct the effective implementation of the identified directions for mobilizing and unlocking financial resources.
In this context, according to the General Secretary, priority should be given to maintaining macroeconomic stability and controlling inflation, considering this as a prerequisite for mobilizing maximum resources from both domestic and foreign sources.
In addition, the General Secretary requested strengthened close coordination between fiscal and monetary policies, the synchronized development of the bond, capital, and money markets; the thorough removal of institutional bottlenecks, the substantial reduction of administrative procedures and business conditions, the reduction of legal compliance costs, and the creation of a transparent and favorable investment and business environment for all economic sectors.
At the same time, the General Secretary directed the early implementation of specific mechanisms and policies regarding international financial centers, free trade zones, and crypto assets.
The General Secretary requested the Central Policy and Strategy Committee to study and finalize the draft Resolution of the Central Committee on strategic solutions to promote double-digit economic growth associated with establishing a new growth model, and submit it to the Central Committee meeting on schedule.
Creating the most favorable legal framework for national development.
Regarding the orientation of mechanisms and policies for the development of small and medium-sized enterprises in the coming period, the General Secretary requested that policies be substantive, effective, and linked to improving the investment and business environment.

Regarding some major directions for improving the legal framework in the field of preventing and combating corruption, waste, and negative practices, the General Secretary requested the Party Committee of the Government, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, and relevant agencies to continue to fully institutionalize the Party's viewpoints and policies into legal regulations in this field.
The Central Internal Affairs Commission is tasked with studying the report's content to supplement and refine the summary of 20 years of implementing Central Resolution 3 of the 10th Party Congress on strengthening the fight against corruption, waste, and negative phenomena, and to develop a new resolution for submission to the Central Committee for approval.
Regarding the report on perfecting the legal framework for implementing decentralization, delegation of power, and delineation of authority, General Secretary To Lam outlined the task of reviewing and considering the issuance of guiding and explanatory documents for 355 tasks that localities have reported needing the issuance of legal regulations or guiding documents for implementation.
In addition, the General Secretary requested that research be conducted to propose to competent authorities the issuance or amendment of provisions related to 10 tasks that require adjustments to the authority between the central and local levels, or between different levels of local government.
Following the General Secretary's directive, agencies need to continue closely monitoring the implementation of decentralization, delegation of power, and delineation of authority at the local level, resolving obstacles, and ensuring implementation in accordance with the spirit of "local authorities decide, local authorities act, and local authorities take responsibility".
Emphasizing that 2026 is the first year of implementing the Resolution of the 14th National Congress of the Party, the General Secretary noted that the workload is enormous, and that the work of perfecting institutions and laws plays a very important role. Therefore, it is necessary to create the most favorable legal framework to promote national development.
