The heads of civil enforcement agencies in provinces and cities are not local residents.

Deputy Prime Minister Ho Quoc Dung affirmed the Party and State's policy on personnel organization, including the implementation of the policy that the heads of civil enforcement agencies in provinces and cities should not be local residents.

On December 12th, the Ministry of Justice held a conference to implement the work of civil and administrative enforcement in 2026. Deputy Prime Minister Ho Quoc Dung attended and spoke at the conference.

According to reports at the conference, in 2025, the volume of cases and the amount of money to be enforced will continue to increase significantly, with the emergence of unprecedented large-scale corruption and economic cases. However, the enforcement agencies have completed and exceeded the targets set by the National Assembly.

Regarding the number of cases, enforcement agencies have completed 576,884 cases, reaching 84.27%. In terms of monetary value, 150,060 billion VND has been recovered, an increase of nearly 33,529 billion VND compared to 2024, reaching 56.62%. The recovery of assets from corruption and economic crimes has yielded positive results, with over 27,416 billion VND recovered, an increase of over 5,239 billion VND compared to 2024. The results of credit and banking enforcement have shown significant improvement, with 6,484 cases completed and 36,904 billion VND recovered, a 20.82% increase compared to 2024.

Regarding administrative cases, in 2025, the agencies completed the enforcement of 868 judgments, significantly lower than the target. In his speech at the conference, Minister of Justice Nguyen Hai Ninh emphasized the need to improve the efficiency of administrative judgment enforcement management, considering this a key task for 2026. Simultaneously, accelerating the revision of the Law on Administrative Procedure was also a task clearly stated by the head of the Ministry of Justice.

At the conference, Deputy Prime Minister Ho Quoc Dung affirmed the Party and State's policy on continuing to streamline and reorganize the organizational structure as well as on personnel management. This includes implementing a system where the heads of civil judgment enforcement agencies in provinces and cities are not local residents; this could be piloted in a few localities initially to assess effectiveness before widespread implementation.

At the conference, on behalf of the Party and State leaders, Deputy Prime Minister Ho Quoc Dung awarded the Labor Order to two collectives that had achieved outstanding results in the fight against corruption, waste, and negative practices during the 2021-2025 period, namely: the Civil Judgment Enforcement Management Department (Ministry of Justice) and the Civil Judgment Enforcement and Organization Department (Ho Chi Minh City Civil Judgment Enforcement Department).

Minister of Justice Nguyen Hai Ninh presented the Government's Emulation Flag to three collectives: the Civil Judgment Enforcement Department of Nghe An province, the Civil Judgment Enforcement Department of Dong Thap province, and the Civil Judgment Enforcement Department of An Giang province.
