Previously, the THADS agency had 3 levels: General THADS Department, Provincial THADS Department and District THADS Branch. After implementing the arrangement and merger according to the Party and State's policies, the Ministry of Justice has comprehensively arranged the THADS system according to the new model into the THADS Management Department organized from the Central to the local level. At the Central level, the Department consists of 7 specialized units, organized in a streamlined, specialized and modern direction. At the local level, the THADS system is organized at one level, with 34 THADS agencies at the provincial/municipal level, including 355 regional THADS departments (replacing the old model with district branches).
Accordingly, in Quang Ninh , the provincial THADS Department with 5 staff offices and 13 affiliated branches is arranged into the provincial THADS Department with 4 staff offices and 6 regional THADS departments. The provincial THADS agency assumes the role of direct and comprehensive direction in both personnel organization and operations in the area. The consolidation of the organizational apparatus according to the new model has streamlined an intermediate level, increased specialization, thereby improving the quality of civil servants and the effectiveness of execution.
Organizing the apparatus in a new direction also helps shorten the business process, when eliminating the mechanism of delegation between regions within the same province, thereby improving the speed and efficiency of execution. Concentrating the focal point for financial and asset management at the provincial level not only increases the effectiveness of inspection and supervision but is also an effective measure to prevent and combat corruption and negativity.
Ms. Tran Thi Yen Ngoc, Head of the THADS Department of Region 2, said: The new model has clearly separated the administrative and professional management functions. The leaders of the THADS Department of Region 2 no longer perform the tasks of managing finances, assets and issuing decisions on enforcement of judgments, thereby creating conditions to focus on directing professional activities. Currently, the THADS Department of Region II is implementing the enforcement of judgments in the wards of Yen Tu, Vang Danh, Uong Bi, Dong Mai, Hiep Hoa, Quang Yen, Ha An, Phong Coc, Lien Hoa (the wards of Uong Bi City and Quang Yen Town in the past). With a high sense of responsibility, the staff and employees in the department quickly adapted, grasped the situation, ensuring no interruption of work, affecting the legitimate rights and interests of people and businesses.
In the first 6 months of 2025, the provincial THADS agencies resolved and executed 4,214 cases out of 6,459 cases with conditions for execution; in terms of money, nearly 430 billion VND was resolved and executed. THADS work in the province has made many efforts; many difficult, complicated and entangled cases have been directed to be resolved completely; thereby, actively contributing to ensuring law enforcement; stabilizing the situation, ensuring political security, social order and safety, promoting socio-economic development in the province.
To improve the effectiveness of all aspects of work, in the coming time, the provincial THADS will focus on thoroughly grasping and implementing new directives of the Central and the province on civil judgment enforcement in the new situation; urgently complete and advise the province to perfect the Steering Committee and the operating regulations of the provincial THADS Steering Committee to ensure compliance with legal regulations; continue to be proactive and responsible in advising and proposing related contents to improve the quality of state management in the field and sector; strengthen coordination with relevant levels, sectors, and member sectors of the Steering Committee in implementing tasks, especially cases with large, complicated amounts of money to be enforced, with conditions remaining for more than 1 year and not yet enforced, related to credit, banking, cases of recovering money and assets for the State in criminal cases on economics, corruption, waste, and negativity.
