Attending the meetings were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Government members, and leaders of ministries and government agencies.

The Government Standing Committee and delegates gave their opinions on reports and submissions on the socio-economic situation; allocation and disbursement of public investment capital; and implementation of national target programs in September, the third quarter and the first 9 months of 2025.

Reports and opinions at the review meeting stated that in the third quarter and September, the world situation continued to fluctuate in a complex manner, with many difficulties, major challenges, and risk factors. Domestically, opportunities, advantages, difficulties, and challenges were intertwined, but there were more difficulties and challenges, especially in the face of increasing unfavorable factors from the outside.

Also in September, our country suffered four consecutive major storms, especially storm No. 10 with very strong winds, wide range of influence, long duration, accompanied by heavy rain, causing severe damage in many localities in the North and Central regions.

In that context, the Government and the Prime Minister closely and resolutely directed ministries, branches and localities to closely monitor and grasp the situation, proactively respond promptly and effectively to the situation and sudden issues that arise; focus on concretizing laws, resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and the National Assembly.

In September, the Government and the Prime Minister issued 17 decrees, 48 resolutions, 33 directives, telegrams and over 680 directives and administrative documents to improve the law and handle arising issues, including 8 telegrams directing response and overcoming the consequences of natural disasters, 6 telegrams directing growth promotion associated with maintaining macroeconomic stability. In total, in 9 months, 261 decrees, 369 resolutions, 2,353 decisions and 31 directives, 175 telegrams were issued to direct synchronous solutions in all fields.

The Government, ministries, branches and localities continue to implement the two-level local government model; coordinate to solemnly organize many activities to celebrate major holidays, simultaneously start and inaugurate hundreds of key projects; promote three strategic breakthroughs; prepare documents for the Central Conference and National Assembly sessions; do a good job of information and propaganda work... At the same time, submit to the Politburo for promulgation and resolutely organize the implementation of historic policies in key areas.

In general, the Government, the Prime Minister, ministries, branches and localities have focused highly, completed a large and complicated volume of work in a short time; managed decisively, promptly and effectively, and made efforts to "turn the situation around and change the state".

The socio-economic situation continues to achieve many positive, important and comprehensive results, notably the expected high economic growth, stable macro-economy, controlled inflation, and guaranteed major balances. Production and business, growth drivers continue to be promoted and renewed, maintaining positive growth momentum.

The Purchasing Managers' Index (PMI) in September reached 50.4 points, new orders increased again. The implementation of the three strategic breakthroughs, the "pillar" resolutions of the Politburo and the promotion of new growth drivers achieved many clear results.

The fields of culture, society, social security, and environmental protection continue to receive attention. The health and education sectors focus on implementing the Politburo's resolutions, the Government's action programs, and building national target programs on breakthroughs in education and training development, and people's health care; piloting the construction of 100 boarding schools in border communes, tuition-free policies, and supporting lunch for students. National defense, security, and social order and safety are maintained; foreign affairs and international integration continue to be bright spots.

However, the situation in the last months of the year is still very challenging; many new tasks and issues arise, requiring all levels, sectors and localities to be more proactive, resolute and closely follow up in implementing the work.

After listening to reports, opinions, and concluding remarks for relevant agencies to continue completing the socio-economic report, Prime Minister Pham Minh Chinh further analyzed some contents on the assessment of the situation, direction, management, and policy response in September, the third quarter, and the first nine months; outstanding socio-economic results, difficulties, limitations, and shortcomings; analysis of causes and lessons learned; forecast of the situation in the coming time; key tasks and solutions, and breakthroughs in October and the fourth quarter in various fields.

The Prime Minister noted and emphasized the very specific tasks and solutions in the coming time regarding continuing to prioritize macroeconomic stability, promoting growth, controlling inflation, and controlling risks; focusing on exploiting the space for fiscal policy expansion with focus and key points; removing obstacles, operating local governments at two levels smoothly and effectively; continuing to perfect institutions, focusing on preparing well for the upcoming Central Conference and National Assembly session; continuing to promote breakthroughs in science and technology development, innovation and digital transformation;
