The "3 plus 1" formula

Speaking at the forum "Promoting Innovation and Developing Strategic Technology Industries," Mariam J. Sherman, Director of the World Bank, proposed a "3 plus 1" formula, comprising: technological talent, innovation ecosystem, and supply chain linkages – all connected by the +1 element: a strong focus on a few select clusters of excellence in innovation.

Specifically, according to a World Bank representative, to compete globally, Vietnam will not only need more graduates but, more importantly, will need more world-class technicians, scientists , and engineers.

This means that larger and better talent training systems are needed. Higher education institutions need investment to improve the quantity and quality of undergraduate and postgraduate training, while empowering faculty and students to conduct research and gain practical experience.

Attracting and retaining talent is just as important as developing it. Nearly 65% ​​of Vietnam's top technology talent in key and emerging technology sectors currently works abroad. Creating favorable conditions to attract this talent back to contribute will help Vietnam leapfrog ahead, bridging knowledge and networking gaps that would otherwise take decades to build.

With the second pillar being the building of an innovation ecosystem, according to Mariam J. Sherman, Vietnam has laid important foundations. By 2025, Vietnam ranked 44th out of 139 economies in the Global Innovation Index – placing it among the fastest-growing economies relative to income level, and Ho Chi Minh City was already one of the most dynamic innovation hubs in Southeast Asia.

However, higher-value jobs, such as product design, manufacturing, and commercialization of research results, are still in their infancy. From 2010 to 2020, Vietnam filed fewer than 100 patents with the top five international intellectual property offices, and almost none in the semiconductor sector. This represents significant room for growth.

"Increasing public and private investment in research and innovation is critically important, especially in Research and Development (R&D) infrastructure," the World Bank representative emphasized.

Ultimately, to unlock the full potential of Vietnam's innovation ecosystem, it is necessary to strengthen the "three-way" cooperation between higher education institutions, research institutes, businesses, and the government.

As an example of a solution to the human resources problem, Mr. Ngo Tuan Anh - Chairman of the ViSecurity Network - stated that Vietnam's Open Cyber ​​Range (VOCR) is an initiative aimed at realizing the goal of solving the problem of high-quality cybersecurity human resources for Vietnam.

The core objective of the Vietnam Open Cyber ​​Security Training Ground is to create a professional, hands-on training platform. What makes Vietnam Open Cyber ​​Range special is that it is an "open" platform – open in its development, with the participation of numerous universities, research institutes, and businesses – and open in its use, allowing training institutions and individuals with a passion for cybersecurity to easily access and utilize it.

We must master strategic technology.

Speaking at the forum, Permanent Deputy Minister of Science and Technology Vu Hai Quan emphasized that the world is witnessing a shift in economic, political, and security perceptions under the impact of science, technology, and innovation. Strategic technologies are reshaping national power and global value chains.

In Vietnam, Resolution 57 of the Politburo identified bottlenecks and determined that Vietnam must master strategic technologies to create unique, high-quality socio-economic development, contributing to national defense and security and enhancing the country's position in the international arena.

In implementing Resolution 57, the Ministry of Science and Technology, in coordination with other ministries and agencies, has developed and submitted to the Prime Minister a list of strategic technologies and strategic technology products. This is a step-by-step process of development action to create a foundation for businesses, organizations, and individuals to participate in research, development, and mastery of strategic technologies.

To ensure rapid and effective implementation, the Ministry of Science and Technology is developing strategic technology programs in the following direction: firstly, standardizing each strategic technology and strategic product into foundational technology pillars, including core technology, infrastructure, and human resources.

Secondly, each foundational pillar should be transformed into standardized tasks, including context and objectives; scope and approach, implementation organization; deliverables, timelines and progress; budget and resources, and performance evaluation criteria.

Thirdly, the assigned tasks will be used to develop research projects, inviting businesses, research institutes, universities, ministries, departments, and local authorities to participate in their implementation.

Ultimately, based on the implementation of strategic technologies and strategic products, the Ministry aims to gradually form an innovation ecosystem.
