Ministry of Construction requires ensuring construction quality after road subsidence incident

After the collapse of the Hoa Binh bridge approach road in Tay Ninh province and a number of construction incidents, on May 11, Minister of Construction Tran Hong Minh sent a telegram requesting localities and functional agencies to strengthen management of traffic infrastructure construction.

According to the Ministry of Construction, in recent times, many labor accidents and construction incidents have occurred in many localities, such as: falling girders of Dai Ninh bridge (Lam Dong province); drifting of Son Lang suspension bridge (Binh Phuoc province); collapse of Binh Phong Thanh cable-stayed bridge ( Long An province); incident with Cai Doi Vam bridge (Ca Mau province); subsidence of the road at the beginning of Hoa Binh bridge in Chau Thanh district (Tay Ninh province); construction of the Noi Bai - Lao Cai expressway surface during heavy rain...

The main reason is that some investors, project management boards, consulting units, and construction contractors have not paid due attention to quality management. Therefore, the Ministry of Construction requested the People's Committees of provinces and cities to direct the tightening of discipline and strictly manage all activities of organizations and individuals during the project implementation process.

The following acts are strictly prohibited and will be severely punished if violated: colluding to legalize procedural documents, records, and work results; taking advantage of positions and powers to oppress, harass, and cause difficulties for units; imposing designations of material mines, designations of origin, source, contractors, etc.

Regarding the subsidence of the road at the head of Hoa Binh bridge, the Ministry of Construction requested the People's Committee of Tay Ninh province to direct the Department of Construction of Tay Ninh and related units to direct traffic and ensure safety for people and vehicles; promptly determine the cause, have solutions to handle and promptly overcome, ensure the quality of the project, and report the results to competent authorities according to regulations.

The Minister of Construction requested the relevant agencies under the Ministry to strengthen inspection, monitoring, and urging of subjects from the preparation stage to the implementation and completion of the project; take measures to rectify, prevent, stop and promptly handle existing problems, and limit the impact on the quality of the project.
