The Ministry of Health proposes to implement the highest level of professional allowance for medical staff.

Minister of Health Dao Hong Lan has just responded to a petition from voters in Quang Tri province regarding the content: "Currently, due to work pressure, overload, and low remuneration, many highly skilled doctors and medical technicians at public health facilities have quit their jobs to open private clinics, or transferred to work at private hospitals, causing many public health facilities to lack human resources, be overloaded, and patients to suffer many consequences.

Ministry of Health proposes to implement the highest level of allowance for medical staff.

Health workers deserve high salaries commensurate with their contributions to the community (photo TL).

The Ministry of Health is requested to preside over and coordinate with relevant agencies to develop and submit to the Government for promulgation a regime and policy on remuneration for medical staff in order to attract good human resources to work at public medical facilities, meeting the medical examination and treatment needs of the people.

Responding to this content, Minister of Health Dao Hong Lan said that the current salary regime for cadres, civil servants, public employees and armed forces is specified in detail by the Government and ministries and branches in Decrees such as: Decree 204/2004/ND-CP dated December 14, 2004; Decree No. 14/2012/ND-CP dated March 7, 2012; Decree No. 17/2013/ND-CP dated February 19, 2013; Decree No. 117/2016/ND-CP dated July 21, 2016;

Government Decrees regulating basic salary levels for cadres, civil servants, public employees and armed forces;

Decree No. 76/2019/ND-CP dated October 8, 2019; Decision No. 73/2011/QD-TTg dated December 28, 2011; Circular No. 08/2013/TT-BNV dated July 31, 2013; Circular No. 04/2005/TT-BNV dated January 5, 2005; Circular No. 25/2013/TT-BLDTBXH dated October 18, 2013; Circular No. 07/2005/TT-BNV dated January 5, 2005 of the Ministry of Home Affairs.

In addition, civil servants and public employees working at public health facilities, especially in the grassroots health system, remote and disadvantaged areas, are entitled to preferential allowances according to their profession, special allowances and anti-epidemic allowances.

Medical officers, civil servants, and military medical officers working at medical facilities in areas with particularly difficult socio-economic conditions are entitled to preferential allowances according to their profession at the highest level of 70% of their current salary according to their grade plus leadership position allowance, seniority allowance exceeding the grade (if any) and attraction allowance equal to 70% of their current salary according to their grade plus leadership position allowance, seniority allowance exceeding the grade (if any).

In addition, during their working time, village and hamlet health workers receive monthly allowances equal to 0.3 and 0.5 times the general minimum wage.

Minister Dao Hong Lan also said that during the COVID-19 pandemic, in order to promptly encourage all subjects participating in epidemic prevention, including medical staff, the Government has also prescribed an anti-epidemic allowance regime.

At the same time, to contribute to retaining and ensuring regular medical human resources, directly performing preventive medical work to meet the current and future epidemic prevention needs, the Government issued Decree No. 05/2023/ND-CP dated February 15, 2023 amending and supplementing a number of articles of Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government.

Also according to Minister Dao Hong Lan, on June 24, 2023, the National Assembly issued Resolution 99/2023/QH15 on thematic supervision of the mobilization, management and use of resources for COVID-19 prevention and control and the implementation of the National Assembly's policies and laws on grassroots health and preventive medicine, including tasks and solutions: Research to ensure adequate salaries, allowances and remuneration for health workers in general, grassroots health and preventive medicine in particular, commensurate with the requirements of tasks and specific work in the spirit of Resolution 27/NQ-TW of the Central Committee on salary reform for cadres, civil servants, public employees, armed forces and employees in enterprises.

Encourage localities to have policies to attract medical staff to work at grassroots health facilities and in the field of preventive medicine.

The Prime Minister has assigned the Ministry of Health to preside over and coordinate with relevant ministries, branches, agencies and localities to urgently develop a plan to implement the tasks assigned by the National Assembly in the above resolution.

On that basis, the Government and the Prime Minister will consider appropriate and satisfactory salary and allowance regimes for cadres, civil servants, public employees, and medical staff according to Resolution 99/2023/QH15.

The Minister of Health emphasized that when developing a new salary regime, the Ministry proposed to implement the highest level of professional allowance for health sector officials (30% of total salary fund) according to Resolution 27 to ensure the rights of officials, civil servants and workers in the health sector in accordance with the resolutions and conclusions of the Politburo and the Central Party Secretariat.
