Doctors and pharmacists are ranked at level 2 salary immediately upon recruitment.

The Ministry of Health said that doctors, preventive medicine doctors, and pharmacists will be ranked from level 2 salary when recruited, in order to create a boost for frontline medical staff.

Speaking to the press, Minister of Health Dao Hong Lan emphasized that the medical staff is the center of the health care system. They are dedicated, skilled, ethical and deserve to be treated accordingly.

One of the breakthrough changes outlined in Resolution 72-NQ/TW is the new salary policy for doctors, preventive medicine doctors and pharmacists. Accordingly, these groups will be ranked from level 2 of the professional title upon recruitment, instead of level 1 as before.

Along with salary reform, medical staff directly working at commune health stations and preventive medical facilities will receive a minimum preferential allowance of 70%, and can be up to 100% if working in ethnic minority areas, mountainous areas, islands or in special fields such as forensics, psychiatry, and emergency resuscitation.

Minister Dao Hong Lan affirmed: "Investing in health care is investing in development", and the new preferential policies are not only supportive, but also a boost to retain and attract high-quality health workers, especially at the grassroots level, which is in serious shortage.

In the coming time, the Ministry of Health will focus on implementing three key groups of solutions:

Firstly, developing human resources through improving training quality, expanding scholarship policies and tuition support, especially for students committed to working in disadvantaged areas.

Second, improve treatment policies to ensure medical staff feel secure in working long-term.

Third, improve the practice environment: improve medical ethics, improve working conditions, prevent medical violence and build a culture of respect for medical staff.

The Ministry of Health is committed to working closely with relevant ministries and sectors to quickly institutionalize these policies. The goal is to create a strong, dedicated and socially trusted health workforce.

The Minister of Health also emphasized that caring for and protecting people's health is a top political task, a driving force for sustainable development, and needs to be prioritized in all socio-economic strategies. Accordingly, the Resolution proposes a series of comprehensive solutions, from preventive medicine, primary health care, human resource development, digital transformation to financial reform and promoting private health care.

The resolution states that instead of focusing on curing diseases, it is necessary to strongly shift to the mindset of protecting and improving the health of the entire population, increasing the number of healthy years, improving physical and mental health, and longevity. Health is not only a medical issue but also related to the living environment, nutrition, food safety, transportation, labor safety, and living culture.

People are identified as the subject of health care, need to proactively prevent diseases, build a healthy lifestyle, exercise, thereby forming a nationwide movement to proactively take care of health.

Preventive medicine will be modernized and fully capable of monitoring, early warning and controlling epidemics right at the grassroots level. The commune health station system will be strengthened in terms of facilities, human resources and equipment, especially in remote, border and island areas.

In particular, the team of commune-level health workers, village health workers, and population collaborators will be maintained and supported to ensure primary health care services.

The medical sector will focus on investing in developing high-quality human resources, especially at the frontline. A number of training facilities will be invested to meet regional standards, while post-graduate training will be expanded under the direct management of the Ministry of Health.

The resolution determined that the State budget still plays a key role in health financing, combined with health insurance and socialized resources. From there, it aims at the long-term goal of "free hospital fees" for the people - a major step in health security policy.

Basic and essential health services will be invested to ensure access to people in all regions. The new financial policy also paves the way for strong mobilization of private resources in the public health sector.

The health sector will be given top priority in the comprehensive digital transformation process, completing the national health database, connecting electronic health books, electronic medical records, and electronic prescriptions. Health management will be implemented along the life cycle, helping people receive comprehensive and proactive care.

In parallel, Vietnam will promote research and application of high technology in medicine such as gene technology, regenerative medicine, nanotechnology, vaccine production and domestic medical equipment. A national pharmaceutical industrial park is expected to be formed by 2030 to serve the strategy of pharmaceutical self-sufficiency.

Private health care is identified as an important force to reduce pressure on the public system. The government will have preferential policies on tax, land, and investment to encourage the private sector to participate more deeply in the health sector. Public-private partnership will be strongly promoted towards transparency and efficiency.
